Job Description

E-DUP is a partnership led by Ethiopia’s Ministry of Health (FMOH) to enhance collection, aggregation and use of high quality data including routine health information at different levels to achieve MOH’s Information Revolution agenda as stated in the Health Sector Transformation Plan.

The Senior Health Information Technology Specialist will support Ministry of Health (MOH) in the customization and roll-out of various components of health information system, setting up help desks, support the e-Health Architecture design, support the implementation of various shared services, such as DHIS-2, MFR, electronic medical records (EMR), NHDD, Master Patient Index, and others. The position holder will also be expected to contribute to the planning and development of the national data warehouse and business intelligence services. The incumbent is expected to have a wide range of experience and skill on interventions for cultural transformation in data use. These include design, implementation and monitoring of data quality assurance strategies, data analytics report generation and dissemination, data presentation and visualization. He or she builds the capacity of MOH and regional staff through training, mentorship and coaching. He/she will represent the team as a member of various Technical Working Groups formed by the MOH to strengthen the electronic HIS in the country.

 Detailed Responsibilities and Tasks:

  • Participate in short and long-term planning sessions with MOH for health information systems development and implementation.
  • Provide recommendations for prioritization of HIS initiatives based on the understanding of health program needs, HIT workload, and budget.
  • Assist in identification of innovative ways of doing business and documentation of best experience/lessons
  • Coordinate all aspects of health information system development and implementation, working closely with the MoH and Regional Health Bureaus.
  • Provide continuous technical assistance to MOH to identify and address technical or data architectural issues that arise with the software, if any and support the establishment of the data access mechanisms at RHB and other subnational entities.
  • Support the development of the long term eHealth architectural vision for Ethiopia.
  • Provide technical leadership and guidance in the development, testing, implementation & ongoing maintenance of all interfaces and integration of health information systems, deployed by MOH at the national and regional level.
  • Produce integration architecture deliverables (e.g., application, business, information, infrastructure, security) to support eHealth architecture needs, translating user requirements to solutions.
  • Assist in the development of requirements specific to integration and provide input to roadmaps for digital health systems integration architecture or for individual areas of technology focus.
  • Provide technical guidance and support the electronic Community Health Information Systems implementation in different setups of the country.
  • Support efforts of requirements gathering, standardizing, platforms selection and implementation for electronic medical records.
  • Support the requirements refinements, landscape analysis, design, implementation and hosting of the national health data warehouse for the MOH.
  • Support the deployment, smooth operation and maintenance of the Master Facility Registry (MFR).
  • May serve as regional cluster lead to assigned regions to provide necessary support in coordination of regional project related activities towards supporting the RHBs.
  • May support in the design, implementation and monitoring and evaluation of data quality assurance strategies, data analytics report generation and dissemination, data presentation and visualization.

Job Requirements

  • MSc and Bachelor degree in; Computer Engineering, Computer Science, Health Informatics, Information Systems or related fields preferably with Public Health background.
  • Minimum 5 years of work experience in health information technology implementation, information systems design, information systems analysis, and implementing digital health systems and strategies, providing end-user training, and user requirements documentation.
  • Hands-on experience in health information system design and strong analytical and problem-solving skills.
  • Extensive knowledge of key digital health systems (including DHIS2, eCHIS, EMR, MFR, NHDD, etc.).
  • Experience in the development and implementation of standards, procedures, and guidelines to support operational processes.
  • Experience in working effectively in a diverse team of partners and stakeholders, and maintaining good working relationships.
  • Ability to multitask and prioritize tasks, prepare and review operational reports or progress reports.
