Job Description

Position Reports to: Deputy Chief of Party (DCOP)/Technical Director

Location: Addis Ababa, Ethiopia

Jhpiego seeks a Senior Health Emergency Advisor for an upcoming USAID-funded Public Health Emergency Management (PHEM) activity in Ethiopia. PHEM activity aims to reduce morbidity and mortality of Ethiopian citizens related to public health emergencies while ensuring continuity of essential health services (including maternal, newborn, and child health [MNCH]) by strengthening the full cycle of public health emergency management: preparedness, response and recovery. The project is anticipated to operate over a 5-year period.

Senior Health Emergency Management advisor will be responsible for providing technical and operational guidance for the program. The primary responsibilities will be to ensure the local health system is resilient, and particularly, the PHEM system is responsive to any shocks with due attention to building the sub-national capacity to prevent, detect and respond to outbreaks or emergencies, and ensure the health system continues to deliver essential services under duress.

Responsibilities:

  • Provide technical and operational guidance to ensure programmatic and financial integrity of the PHEM activity and to achieve rapid and sustained project goals, objectives and targets 
  • Provides technical guidance to develop, implement sustained adoption of PHEM processes and tools, including the creation of synergy across intervention areas at project, public and private sector levels
  • Catalyze and support effective data analysis and use at facility and woreda levels
  • Collaborate with key project staff and stakeholders on the design, execution, monitoring, and documentation of all PHEM interventions and activities, including collaborative learning and adaptation
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, mentorship and supervisory systems needed for effective project implementation and achievement of expected results
  • Provide mentoring and capacity building at the individual and organizational levels
  • Facilitate the formulation of innovative approaches for scale up
  • Collaborate with all local stakeholders and implementing partners to ensure that project activities are responsive to and in line with national priorities
  • Develop and maintain strong working relationships with USAID, government stakeholders, key representatives of other USAID/donor funded health programs to maximize resources and leverage synergies
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision making
  • Ensure compliance with USAID operational policies and regulations

Job Requirements

  • Master’s degree or equivalent in Public Health or related areas
  • At least 7 years of resilience or emergency management relevant to practical work experience at a senior level in an area of health systems and resilience health, specifically in PHEM or outbreak response and management is required
  • Experience in areas of humanitarian assistance and response and/or prior experience in Emergency Operations Center preferred
  • Demonstrated experience managing consortiums and building capacity of local organizations
  • Deep understanding of the Ethiopian (or similar) social and political context, and developments in the health sector
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors
  • In-depth knowledge of USAID projects, regulations, compliance, and reporting
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Previous experience working in Ethiopia, with intimate understanding of local health system and health systems strengthening, particularly in essential services (including MNCH)
  • Demonstrated experience and solid relationships with government agencies
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Proficiency in Microsoft Office applications, including TEAMS and PowerBi
  • Fluent in written and spoken in English and Amharic
  • Excellent oral and written communications skills
  • Ability to travel nationally, security permitting
