Habitat for Humanity Ethiopia (HFHE) started operation in 1993 as a branch of Habitat for Humanity International (HFHI). HFHE has provided simple, affordable shelter for families in Ethiopia while also working to improve Water, Sanitation and Hygiene and empower Vulnerable Groups in the country.
PURPOSE    
The Senior Grants Officer is responsible for preparing program financial statements, maintaining cash controls, providing financial reporting and analysis to HFHE. The incumbent performs post-award grant administration and related accounting duties working closely with the Foundation finance team in carrying out financial management, budgeting, compliance of grantees, reporting to funders and conducting variance analysis.
KEY PERFORMANCE AREAS AND SCOPE OF THE JOB
1. Grant and Contract Management
  • Prepare and submit to Ethiopia Finance Manager and Regional Finance Team interim and final donor financial reports for review, at least one week before the due date.
  • Prepare and circulate monthly donor and HFHE monitoring (expense vs budget) report to program managers by 20th day of the month for assigned project codes.
  • Promptly follow-up and adjust monthly and interim donor reports based on feedback from the program managers.
  • Review monthly donor reports with the relevant managers and point out areas with financial risks in line with donor conditions for the managers to take proactive corrective action.
  • Assist project managers with budget re-alignment and other budgetary issues.
  • Ensure proper coding and charging of expenses to the correct projects and budget lines.
  • Receive, review and correct monthly cashbooks from implementing partners for assigned projects and prepare for submission to the Finance Team by 10 th day of each month for posting.
  • To assist in getting monthly cash flow requirements from implementing partners and project managers and forwarding this to the Finance Officer for consolidation and forwarding to Area Office for funding.
  • Keeping a file for each project and filing all returns and other correspondence on file and ensuring security and confidentiality of the documents in line with HFHE’s policy on document retention, retrieval, and archiving.
  • Regularly visit partners and review their financial and administrative policies and procedures, identify shortcomings and train partners in such areas.
  • Implement financial and administrative policies as laid down in the finance and administrative manual in use.
  • Resolve routine operational and process issues related to grant management and refer complex issues to the Finance Manager with recommendations for courses of action.
1.2 Budgeting:
  • Support project managers in preparing proposal budget for various donors.
  • Ensure that budgeted activities are reasonably costed and incompliance with the donor regulation.
  • Support project managers in budget alignments for approval by the donor.
  • Train and assist project managers in budget phasing and preparation of DBL for SUN system.
1.3 Others:
  • Perform any other related duty as may be required by the supervisor.

  • The position is based in Addis Ababa but with intermittent travels to the field to assist partners with training and other donor compliance issues.

Duration of employment:  For two-years, renewable based on performance and availability    of fund

Job Requirements

  • Good working knowledge of computer packages including word processing, spreadsheets, power point and database packages.
  • Ability to work independently and make good routine decisions.
  • Excellent command of English both written and oral.
  • Excellent analytical and numerical skills.
  • Good understanding of internal controls and compliance.
  • Attention to details-Ensure nothing is missed or overlooked.

  • Able to work with limited supervision Experience:
  • Minimum of 5 years finance experience in an NGO multi-cultural setting
  • At least 3 years’ experience in preparing grant proposals and reporting.
Knowledge/Skills: 
  • Strong interpersonal and communication skills.
  • Training and capacity building skills
  • Ensuring the good use of funds according to HFHE and donor guidelines.
  • Ensuring financial support and constant communication toward concerned departments and budget holders about budget planning, cost allocation, financial monitoring, etc.
REQUIRED ACADEMIC QUALIFICATIONS, EXPERIENCE AND KNOWLEDGE
  • A bachelor’s degree in accounting/ Finance or equivalent professional level.
