JOB Summary
The Senior Livelihood & Agriculture Advisor is responsible for the overall coordination, planning, implementation, monitoring, and reporting of the livelihood, agriculture, business and marketing activities of the Resilience Food Security Activity (RFSA) implemented in the seven districts of Amhara Region. He /She is responsible to promote, agricultural cascade extension models through FTCs, value chain, nutrition sensitive agriculture, business development, marketing and other livelihood related activities. He/ She is responsible to provide technical backstopping to partners and project staff.
Key Result #1. Planning activities
- Involve in needs assessment, design and submission of food security and livelihood proposals to donors in order to ensure sustainable funding sources for the department.
- Advise the CoP, DCoPs, project managers, Livelihood/Agri. and marketing and business development officers to strictly abide by the principles and practices of Livelihood and Agriculture during planning.
- Advises and provides technical support to all RFSA operational areas in Amhara region in terms of livelihood/agri. and market-based value chain activities.
- Guide livelihood and Agri. staff in the preparation of activity and budget plan during the first month of each fiscal year so as to meet the target set for the year;
- Gather and document project ideas related to Livelihood/Agri. and feed into the organizational planning processes.
Key Result #2 Program Implementation
- Coordinates and directs livelihood/agricultural activities (the three livelihood pathways: crop and livestock, off-farm income generation, and employment pathways) of the RFSA so as to ensure that program activities are implemented in compliance with the approved targets and objectives.
- Prepare/update RFSA Livelihood/Agri. operational guide, which will be used by field staff for program implementation.
- Ensure DFSA gender and youth interventions are mainstreamed across the Livelihood and Agri. activities.
- Ensures implementation of Livelihood and Agri. Activities are environmentally sound.
- Provide technical support to the project and the government staff who are actively involved in the execution of RFSA Livelihood and Agri. interventions.
- Ensure Adherence of the PIM and USAID regulations during Livelihood and Agri. Component implementation.
- Ensure activities are implemented as per the approved RFSA proposal and the annual activity and budget plan approved by the department.
- Ensure the target households’ increased access to agricultural extension and related services through Agricultural Cascade Extension Model.
- Ensure nutrition-sensitive agriculture is practiced in the operational woredas.
- Ensure value chain principles and practices are properly implemented.
- Provides strategic guidance and best practice in the design, implementation, monitoring and evaluation of FHE-RFSA livelihood and agricultural activities.
Key Result #3 – Capacity Building Activities
- Identify capacity with the view of enhancing the capacity of staff and partners.
- Identify innovative and research based new technologies and work for its adoption to the program areas.
- Make sure that all program stakeholders ranging from the woreda through Zone and regional level has internalized the PIM and work in adherence to the rules, regulations and procedures set in it.
- Prepare training manuals and guidelines which will be used by field staff and government partners in planning, implementing, monitoring and evaluating Livelihood and Agri. activities.
- Provides on job training and technical backstopping to field level Livelihood/Agri. And marketing and business officers.
Key Result #4 – Monitoring, Evaluation and Reporting
- Based on the annual activity and budget plan, make frequent field visit to project sites to undertake operational and performance monitoring and furnish monitoring reports to RFSA management for timely decision making.
- Collect periodic progress reports (monthly, quarterly, annual) from projects, compile unsubmitted the DCoP on the due date.
- Give timely feedback reports to projects to ensure quality and consistency of reports.
- Keep proper documentation of project proposals, periodic reports, agreements and other documents related to PSNP/RFSA, both on soft copy and hard copy.
- Participate in DFSA mid-term and terminal evaluation.
Key Result #5- Network
- Create strong network and closely work with Amhara Regional Agricultural Research Institute (ARARI) and different research centers.
- Creating network with different USAID RFSA and Non-RFSA partners for cross learning, collaboration and adoption.
- Networking DFSA-Livelihood and Agri. Components with relevant private sectors at all levels.
Education/ Experience
- BSc. Degree preferred in Agriculture, Natural Resource Management, Rural Development and Agricultural extension, or related field master’s is preferred. 8 years relevant experience preferably in a similar NGO setting. Previous experience on RFSA is highly preferred.
