SUMMARY

The Senior Finance Officer is responsible for leading and managing the daily financial operations of AGCI Ethiopia in collaboration with the Finance and Admin Director. The role ensures the integrity, accuracy, and efficiency of financial processes, including disbursements, reporting, compliance, and internal controls. This position plays a central role in safeguarding AGCI’s resources, ensuring compliance with donor and regulatory requirements, and supporting strategic decision-making through timely and reliable financial information. The Senior Finance Officer also provides supervision and capacity-building support to Finance Officers, working closely with the Finance and Admin Director to strengthen financial stewardship in alignment with AGCI’s mission.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Financial Management & Disbursement:

  • Ensure smooth and timely disbursement of funds for purchases, operational expenses, and program activities.
  • Payroll preparation and ensure compliance with Ethiopian labor laws and AGCI policies.
  • Monitor and manage bank balances to ensure adequate liquidity for operations.
  • Conduct monthly bank reconciliations and resolve discrepancies promptly. Reporting & Compliance
  • Prepare and submit accurate and timely monthly financial reports to AGCI headquarters.
  • Prepare Quarterly government financial reports compliant with the project agreement signed between AGCI and the government partners.
  • Ensure compliance with internal financial policies and local regulations.
  • Maintain up-to-date and well-organized financial records for internal reviews.
  • Ensure all donor funds are tracked and reported in line with specific grant agreements and donor compliance requirements; Prepare donor financial reports in collaboration with program teams, ensuring accuracy and timeliness.

Budgeting & Monitoring

  • Assist in the monitor program and operational budgets, analyze variances, and provide recommendations for corrective actions.
  • Assist in the development of annual budgets, monthly budget requests and financial forecasts.
  • Support program teams with budget tracking and financial planning. Petty Cash & Asset Management
  • Oversee petty cash management, ensuring proper documentation and reconciliation.
  • Manage and maintain accurate and periodically updates records of organizational assets and properties, conduct annual inventory of assets in collaboration with other team members,
  • Ensure proper tagging, tracking, and disposal of assets in accordance with AGCI policies.
  • Prepare cash flow forecasts and manage foreign currency transactions to mitigate risk and ensure adequate liquidity.

Internal Controls & Risk Management

  • Assist in implementing and enforcing strong internal control systems to safeguard organizational resources.
  • Identify financial risks and recommend mitigation strategies.
  • Ensure adherence to financial procedures and ethical standards. Team Leadership & Capacity Building
  • Supervise and mentor Finance Officers, providing guidance and performance feedback.
  • Build the capacity of finance staff through on job training and professional development.
  • Foster a collaborative and accountable finance team culture. Audit & Documentation
  • Maintain accurate and organized financial records for internal reviews and external audits compliant with the ACSO requirements.
  • Support the preparation and facilitation of audits and financial reviews.

WORK ENVIRONMENT

  • Primarily office-based role with occasional travel within Ethiopia to support program activities.
  • May require flexible or irregular working hours, including evenings, weekends, and public holidays, depending on organizational needs.

ADDITIONAL RESPONSIBILITIES

  • Perform other tasks within the scope of work, as assigned by the Finance, Administration & HR Director.

About You

QUALIFICATIONS AND SKILLS

Professional & Technical

  • Strong knowledge of Ethiopian financial regulations, tax laws, and payroll systems.
  • Proficiency in accounting software (e.g., Peachtree, QuickBooks) and advanced Microsoft Excel.
  • Demonstrated experience in financial reporting, budgeting, internal controls, and audits.
  • Strong analytical and problem-solving skills with a results-driven mindset. Leadership & Interpersonal
  • Excellent leadership, supervision, and team-building abilities.
  • Strong communication skills in both Amharic and English.
  • Proven ability to mentor and develop finance staff.

  • Demonstrated ability to ensure compliance with donor, organizational, and government financial requirements.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Accounting, Finance, or related field required.
  • Master’s degree or CPA/ACCA certification preferred.
  • Minimum of 8 years of progressive financial management experience, including at least 3 years in a senior finance role within an international NGO.
