Senior Finance Officer

AIDS Healthcare Foundation is a global not-for-profit organization that provides cutting-edge medicine and advocacy to more than 2 million patients in 46 countries globally, 14 of these countries being in Africa, and is headquartered in Los Angeles, California, USA.
Since 1987, AHF has cared for thousands of people living with HIV and AIDS worldwide. As we create and implement unparalleled programs in new communities globally, we expand the delivery of healthcare and influence over strategies with the sole aim of saving more lives.

Currently, AHF-Ethiopia is supporting 17 high-load public health facilities, one NGO, and one AHF-owned clinic providing standardized comprehensive HIV care and prevention service for more than 61,000 clients in Addis Ababa, Oromia, Amhara, and Sidama Regions. Besides, we provide free HIV testing and counseling services to More Than 100,000 individuals every year.

To deliver the said services effectively and efficiently, AHF-Ethiopia wishes to recruit a dynamic, skilled, committed, self-driven, and result-oriented professionals to fill required positions.

Objective:

AHF-Ethiopia is currently working with MoH, RHB and partners hand in hand in comprehensive and client centered HIV Prevention, care and treatment services. To continue supporting the MoH and RHB in HIV prevention, testing, treatment, linkage, and retention, qualified candidate with diverse experience is highly required.

 

Position Summary:

The Senior Finance Officer (SFO) is a key position within the AHF-Ethiopia Country Office, responsible for supporting the Finance and Administration Manager (FAM) in overseeing the financial operations of the organization. The SFO will ensure compliance with AHF’s financial policies, donor requirements, and national regulations. This role involves managing day-to-day financial activities, supporting budgeting and financial reporting, and providing technical guidance to the finance team. The SFO will also assist in the implementation of financial controls, risk management, and operational efficiency to support the overall growth and sustainability of AHF-Ethiopia’s programs.

Essential Duties and Responsibilities:

Financial Management:

  • Assist the FAM in the preparation, monitoring, and review of budgets, work plans, and financial reports to ensure alignment with AHF’s strategic goals and donor requirements.
  • Review and verify financial documents, including invoices, payment vouchers, and contracts, for accuracy, completeness, and compliance with AHF policies and procedures.
  • Support the preparation of monthly, quarterly, and annual financial reports for submission to AHF Headquarters (HQ) and donors.
  • Ensure timely and accurate posting of financial transactions in the accounting software (e.g., QuickBooks), maintain accurate coding of all payment vouchers & accountabilities, and maintain proper documentation for audit purposes.
  • Conduct regular reconciliations of bank accounts, general ledgers, and other financial records to ensure accuracy and resolve discrepancies.
  • Assist in the preparation of payroll, ensuring compliance with AHF policies and national statutory requirements, and timely submission to HQ for approval.
  • Ensure timely liquidation of advances and timely preparation of receipts and deposit of all cash receipts to AHF bank account; notify management on non-complaint staff/partners
  • Ensure all statutory returns and other tax-related obligations are settled timely to the appropriate authority
  • Monitor cash flow and prepare cash projections to ensure adequate funds are available for program activities.
  • Support the FAM in coordinating internal and external audits, ensuring timely implementation of audit recommendations.
  • Provide technical support and capacity building to finance and non-finance staff on financial policies, procedures, and systems.
  • Under the guidance of the Finance and Administration Manager, act as a Team Leader in the department and regularly supervise Finance Officers and Accountants

Administrative and Operational Support:

  • Assist FAM in the management of organizational bank accounts, including certifying vouchers, signing cheques, and ensuring proper documentation before payments are processed.
  • Oversee the management of petty cash, ensuring accurate recording, reconciliation, and timely replenishment of funds.
  • Support the FAM in the preparation and negotiation of contracts, leases, and agreements to ensure AHF secures the best financial terms.
  • Ensure timely payment of utility bills (e.g., water, electricity, internet, and telephone) and other operational expenses.
  • Assist in the management of fixed assets, including updating the fixed asset register, conducting periodic inventory checks, and ensuring proper disposal of assets as per AHF policies.
  • Support the FAM in ensuring compliance with national statutory obligations, including tax filings, pension contributions, and other regulatory requirements.
  • Collaborate with the Finance Team, Operations Officer, and Administrative Assistant to ensure smooth financial and administrative operations.

Risk Management and Compliance:

  • Assist in the development and implementation of financial controls and risk management frameworks to mitigate operational and financial risks.
  • Monitor compliance with AHF’s financial policies, donor requirements, and national laws, and report any discrepancies to the FAM.
  • Support the FAM in ensuring proper segregation of duties and internal controls are in place to safeguard organizational assets.

Additional Responsibilities:

  • Perform any other duties as assigned by the FAM or Country Program Director to support the overall financial and operational efficiency of AHF-Ethiopia.

About You

Education, Qualification, and Experience:

  • Education:
    • Master’s degree in Accounting, Finance, or a related field from a recognized institution. Part/full completion of professional certification (e.g., ACCA, CPA) is an added advantage
  • Experience:
    • Minimum of five (5) years of experience in a similar position in finance and accounting, preferably within an international NGO or development agency.
    • Experience in budgeting, financial reporting, and donor compliance is required.
    • Experience working in HIV/AIDS or healthcare-related programs is an advantage.
  • Skills and Competencies:
    • Strong knowledge of accounting software (e.g., QuickBooks) and advanced proficiency in MS Excel and other Microsoft Office applications.
    • Excellent understanding of financial management, budgeting, and reporting processes.
    • Strong analytical skills with the ability to interpret financial data and provide actionable recommendations.
    • Excellent written and verbal communication skills in English and Amharic.
    • Ability to work under pressure, meet deadlines, and manage multiple tasks simultaneously.
    • Strong interpersonal skills and ability to work effectively in a team-oriented, multicultural environment.
    • High level of integrity, professionalism, and attention to detail.
