Job Description

General Description of Role

The Senior Finance & HR Officer based in Shire will report to the Zonal Manager. Senior Finance & HR Officer will play a key role in ensuring smooth operation of the CVT Ethiopia’s field operation in Tigray, ensuring uniform and correct application of internal financial and human resources policies and procedures within The Center for Victims of Torture (CVT) Ethiopia.  Senior Finance & HR Officer will also be responsible for backstopping for Zonal Manager in Shire in his absence.

Main Responsibilities

Finance

  • Ensure compliance with Ethiopian, donor’s, and CVT’s requirements on financial spending and documentation.
  • Keep track of spending and budget, and work with relevant parties to ensure that the program does not run out of cash.
  • Ensure correct procurement process is followed.
  • Perform cash counts on a monthly basis.
  • Prepare bank reconciliation at the end of each month
  • Verify periodically the market price for various supplies.
  • Execute and review payments through checks and transfers up on prior authorization and approval of the CD or ZM.
  • Make sure for all financial documents, both in hard and soft copies are organized and securely filed.
  • Assist ZM and Operation director in producing monthly financial report.
  • Put together finance documentation for HQ submission and audit requirements.
  • Prepare monthly projection in collaboration with relevant parties.
  • Serve as a technical resource person for the accounting department for Tigray field office.
  • Review funding allocations to enable proper guidance to FHO and proper coding.
  • Provide training to program staff on finance and HR issues.
  • Produce monthly finance reports to be reviewed by Country office.

Human Resources

  • Ensure implementation of CVT policies, including working hours and workplace behaviors.
  • Implement disciplinary measures, in consultation with direct supervisors and senior management.
  • Conduct regular timesheets audit to ensure consistent adherence
  • Ensure tax and benefits are correctly calculated, and the payments are made on time.
  • Conduct recruitment process, including posting advertisement, drafting job description and contracts, organizing and participating in interviews, and providing orientation for new hires.
  • Ensure that the recruitment policy and guidelines are being implemented and respected;
  • Check all personnel file and keep track of employment contracts for all Tigray staff.
  • Plan and keep track of staff leave and other absences and provide monthly leave update to supervisors.
  • Report any violations of the CVT Protection Against Sexual Abuse and Exploitation and Code of Conduct as per the CVT country office reporting mechanism.

Administration

  • Provide supervision for Finance & HR officer & Operation Assistants
  • Preform any other duties as assigned by the ZM

Terms of employment: Initial contract from September 1st, 2023 through 31st March 2024 (60 business days of probationary period) with a possibility of continuation depending on funding availability.

Job Requirements

Qualifications

  • BA Degree in Accounting & Finance
  • Minimum 8 years of experience working in a similar setting for INGOs.
  • Advanced knowledge of Microsoft Office software and at least one accounting software.
  • Fluency in English, Amharic, and Tigrigna.
  • Ability to work independently and in a team of diverse backgrounds.
  • Excellent communication, organizational, people management, and analytical skills.
  • Detail- and result-oriented, self-starter, adaptable, and committed to humanitarian work.
