ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Senior Data Architect position who meet the following requirements.

Duty station: NEBE Head Quarter, Addis Ababa

Duration: Contract (One year with the possibility of Extension)

Job Summary

We are looking for an experienced and strategic Senior Data Architect to lead the design, creation, deployment, and management of our company’s data architecture. You will be responsible for defi ning how data will be stored, consumed, integrated, and managed by different data entities and IT systems, as well as any applications using or processing that data. The ideal candidate will translate business requirements into technical specifications, including data streams, integrations, transformations, databases, and data warehouses. You will serve as the cornerstone for our data strategy, ensuring our data assets are scalable, reliable, and secure.

Duties and responsibilities

Strategy and Vision:

• Develop and execute a long-term data architecture vision and roadmap that aligns with business strategy and goals.
  ● Defi ne and govern data architecture principles, standards, and patterns for the enterprise.
  ● Evaluate and recommend emerging technologies and platforms to drive innovation and improve data capabilities.
  ● Conduct technology and tool evaluations to determine their fi t for the organization’s data strategy. 15

   

Data Modeling & Design:

● Design and implement scalable, robust, and effi cient conceptual, logical, and physical data models for various data platforms (relational, NoSQL, data lakes, data warehouses).
● Architect and oversee the enterprise data warehouse (EDW), data marts, and lakehouse environments (e.g., on-premise and cloud-based like Snowfl ake, BigQuery, Redshift, Databricks).
● Design and document data fl ow architectures between applications, systems, and platforms, ensuring optimal performance and scalability.

Data Governance & Quality:

• ● Establish and enforce data governance frameworks, including master data management (MDM), data quality, metadata management, data lineage, and data security policies.
  ● Collaborate with data owners and stewards to ensure data integrity, privacy, and compliance with regulations (e.g., GDPR, CCPA, HIPAA).
  ● Defi ne and monitor key data quality metrics and implement processes for continuous improvement.
  Collaboration & Leadership:
  ● Lead and mentor data engineers, database administrators, and analysts, providing guidance on best practices and architectural standards.
  ● Work closely with business stakeholders, software architects, and IT teams to understand data needs and ensure the data architecture supports business processes.
  ● Act as a subject matter expert and trusted advisor on all data-related matters, presenting architectural plans and gains to senior leadership.

  ● Review and approve major data model changes and database designs, ensuring they adhere to architectural standards.

• ● Lead and mentor data engineers, database administrators, and analysts, providing guidance on best practices and architectural standards.
  ● Work closely with business stakeholders, software architects, and IT teams to understand data needs and ensure the data architecture supports business processes.
  ● Act as a subject matter expert and trusted advisor on all data-related matters, presenting architectural plans and gains to senior leadership.

Education and Work Experience:

• Bachelor’s or Master’s degree in Computer Science, Information Systems, Data Science, or a related fi eld.
  ● Experience: at least 5 years in a dedicated Data Architect role and data management.
  ● Data Modeling: Expert profi ciency in data modeling tools (e.g., Erwin, ER/Studio, SAP PowerDesigner) and methodologies (normalized, dimensional, data vault 2.0).
  ● Database Technologies: Deep, hands-on experience with:
  ● Relational Databases: (e.g., SQL Server, Oracle, PostgreSQL, MySQL).
  ● Cloud Data Platforms: (e.g., Snowfl ake, Google BigQuery, AWS Redshift, Azure Synapse).
  ● Big Data Technologies: (e.g., Hadoop, Spark, Kafka, Delta Lake).
  ● NoSQL Databases: (e.g., MongoDB, Cassandra, DynamoDB).
  ● Programming & Scripting: Strong profi ciency in SQL. Experience with Python, Java, or Scala for data processing and automation.
  ● ETL/ELT: Extensive experience with ETL/ELT tools and frameworks (e.g., dbt, Informatica, Talend, Matillion, AWS Glue, Azure Data Factory).
  Preferred Qualifi cations
  ● Relevant certifi cations (e.g., CDMP, Google Cloud Professional Data Engineer, AWS Certifi ed Data Analytics – Specialty, Snowfl ake SnowPro Advanced: Architect).
  ● Proven experience implementing Master Data Management (MDM) solutions.
  ● Strong background in data security and privacy-by-design principles.
