Genesis Analytics, in collaboration with Link Education Ethiopia and Imagine 1 Day, is seeking a dynamic, creative, and committed Numeracy Expert. This role provides technical expertise in materials development for the Numeracy Research and Development (NRD) project, funded by the Bill & Melinda Gates Foundation.
The Senior Consultant possess deep expertise in early primary numeracy, specifically in the development of model lesson plans. You should be intimately familiar with the Ethiopian education system—particularly within the Southern Region and, ideally, the Wolaita and Konso zones. This expertise will enable you to collaborate effectively with government partners, technical experts, and staff from Link Education Ethiopia and Imagine 1 Day.

The Senior Consultant will lead materials development workflow, providing expert technical guidance, and ensuring strategic alignment with the Ethiopian curriculum.
1. Strategic Planning and Alignment
- Develop a thorough plan for Grade 1 materials, with support from Technical Panel, including adopting/modifying existing government lesson plan templates (sections, flow, time per section), ensuring alignment with curriculum, finding suitable integration model with textbooks, and the role of the Activity Bank template.
- Review existing documentation and guidelines, including (but not limited to):
Ethiopian national & regional curriculum - Syllabus, including Minimum Learning Competencies,
- Other Learning Strategies and Assessments endorsed by the Ministry of Education & the region.
- Region-specific materials, including textbooks
- Establish Scope and Sequence: Define the scope and sequence for model lesson topics (approximately 100) mapped to the textbook, and the activity bank (approximately 50 activities) which are practical for classrooms and realistically draw on commonly available materials .
- Curriculum Mapping: Map content to the existing national curriculum, as well as to Critical Early Numeracy Outcomes (CENOs) and confirm progression in learning outcomes for Grade 1 mathematics.
- Government pre-approval: Ensure the plan for materials is pre-approved by the government at all appropriate levels before moving on to generation phase.
2. Model Lesson Plan and Activity Bank Generation
- Lead Material Creation: Develop the agreed-upon lesson plans (c.100) and activity bank.
- Contextualisation: Design lesson plans which are appropriate for the context and age of learners.
- Approach to inclusivity: ensure that both the lesson plans and activities allow teachers to sufficiently consider the specific needs of all learners, using gender-sensitive and inclusive pedagogies and making accommodations for any specific students known to be in their class.
- Innovation and Adaptation: AI lesson generation may be used as a base; the consultant is responsible for reviewing and adapting these lessons as needed to fit the context.
- Quality Assurance: Quality assure the work of any pre-existing materials being drawn upon (eg previous lesson plans, activity banks or NRD’s AI-generated lesson plans) generation workstream, if applicable. Ensure rigorous compliance checks to ensure pedagogical quality, contextual relevance, originality, and compliance with Ethiopian curriculum and teaching standards.
- Technical Sign-off: Ensure all model lessons and activities are signed off by Technical Panel members for numeracy rigour and by Link Education Ethiopia and Imagine1Day for applicability.
3. Government co-creation and Engagement
- Lead Government Meetings: The consultant will lead meetings with the government at the start and end of this process. Initially to agree on the project outputs in terms of format, content and volume. And then twice at the end of the project to present the materials for feedback and then validate/approve the revised materials.
- Coordination: Work with Link Education Ethiopia and Imagine 1 Day to organize co-creation meetings.
4. Revisions and design
- Manage Feedback Loops: Lead the revision of materials based on feedback from the government, with support from technical panel members.
- Design Oversight: Support on the design and layout of materials where applicable.
5. Handover and validation
- Handover: During the handover process, pass over the materials to regional, zonal government officials for final agreement
Sustainability: Consider how this process can happen in future iterations led by zonal and woreda officials
Final validation: Participate in meetings to obtain final government sign-off at appropriate levels.
