Are you an expert in climate finance, water governance, and sustainable infrastructure? UNOPS is seeking a Senior Climate Resilient Water Resources Management Advisor to provide high-level strategic and technical guidance to national ministries in Addis Ababa, Ethiopia.
In this role, you will lead climate finance mobilization, build bankable investment pipelines, strengthen public institutions, and accelerate the implementation of Ethiopia’s Nationally Determined Contribution (NDC) priorities under the Paris Agreement.
Screen, prioritize, and structure climate-resilient water sector investments into finance-ready concept notes and proposals.
Prepare high-quality submission packages for major climate funds, including the Green Climate Fund (GCF), Global Environment Facility (GEF), Adaptation Fund, multilateral development banks (MDBs), and bilateral donors.
Formulate bankable project documents complete with theory of change, results frameworks, budgets, environmental & social safeguards, and risk assessments.
Track emerging global climate finance opportunities and advise senior government leadership on resource mobilization strategies.
Provide expert guidance on climate-resilient water supply, watershed restoration, drought and flood resilience, and hydrological information systems.
Support national initiatives, including the Climate Resilient Integrated Water Resources Management (IWRM) initiative and major basin development programs.
Draft technical briefs, decision notes, and policy recommendations for senior ministry officials and development partners.
Assess internal institutional gaps in proposal development, investment planning, and donor engagement.
Conduct practical workshops, mentorship programs, and training for ministry staff to build long-term institutional knowledge.
Establish standard operating procedures (SOPs), templates, and guidance tools to streamline sector-wide project design.
Facilitate collaboration across line ministries, regional bureaus, basin authorities, donor agencies, private sector entities, and civil society.
Align reporting and monitoring systems with national climate goals and NDC implementation tracking.
Master’s Degree (Required) in Water Resources Management, Hydrology, Environmental Engineering, Development Finance, Climate Change, Public Policy, or a related field.
Alternative: A Bachelor’s Degree with an additional 2 years of relevant experience (total 7 years) may be accepted in lieu of a Master’s degree.
Minimum 5 years of progressively responsible experience in climate-resilient water resources management, IWRM, investment planning, or project formulation.
Demonstrated technical expertise in watershed management, water governance, drought/flood mitigation, and infrastructure challenges in developing nation contexts.
Proven track record in institutional capacity building, staff mentoring, and technical writing.
Experience providing strategic or technical advisory services to donor-funded programs.
Direct experience writing successful funding proposals for multilateral climate funds (GCF, GEF, Adaptation Fund).
In-depth knowledge of Ethiopia’s water sector landscape, climate policy, and national priorities.
Previous experience advising government ministries or national public institutions in East Africa.
National Position: Candidates must be Ethiopian nationals or hold a valid residence permit in Ethiopia.
Work Arrangement: Home-based role working directly from partner government facilities in Addis Ababa (using personal equipment).
