Job Purpose and Organizational Context

The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programs and activities of the United Nations System.

The headquarters of UNDSS is located in New York and has operations in more than one hundred countries.

UNDSS Ethiopia is supporting the UNSMS in country through security advice and guidance to enable the conduct of operations in the safest way possible.

The SOC Technician will work in the Security Information and Operations Center (SIOC). UNDSS will implement the Local Cost Shared Security Budget (LCSSB) to fund this post.

Duties and Responsibilities

To provide technical specification and advice, receive, test, program, and install radio communication and satellite equipment for all UN agencies and communication centers.
  • Under the direct supervision of the Field Security Coordination Officer (FSCO), the SOC Technician will perform the following duties:
  • Provide technical specification and advice, receive, test, program and install radio communication and satellite equipment for all UN agencies and communication centers.
  • Conducts training to UNDSS and AFP staff in the proper use of communication equipment.
  • Timely installation and upgrading of HF, VHF mobile and base stations, repeaters, and satellite equipment for UN agencies.
  • Assessing, installation and commission of new Security Operation centers.
  • Repair radio communication equipment and accessories.
  • Prepare, manage, and maintain a comprehensive inventory of telecom equipment, keep records of issued and received items/assets.
  • Assists SOC Assistants in conducting periodic inspections and preventive maintenance for telecommunication installations of the UN Security Management System in Addis Ababa and field locations.
  • As necessary and directed, participate in upgrade of the existing Telecomm Equipment according to UN standard.
  • Assist in preparing, updating and/or facilitation call signs for UN Agencies/NGOs
Provides technical specification and advice in relation to communication systems in the country:
  • Provide technical specification and advice, receive, test, program and install radio communication and satellite equipment for all UN agencies and communication centers.

Conducts with training of UNDSS and AFP Staff:

  • Conducts training to UNDSS and AFP staff in the proper use of communication equipment.

Conducts radio repairs and preventive maintenance of communication system:

  • Repairs radio communication equipment and accessories and conducts preventive maintenance.

Conducts inspections of communication systems: 

  • Assists SOC Assistants in conducting periodic inspections of telecommunication installations of the UN Security Management System in Addis Ababa and field locations.

Inventory management of communication systems:

  • Prepare, manage, and maintain a comprehensive inventory of telecom equipment, keep records of issued and received items/assets

Required Skills and Experience
Education:
  • High school diploma or bachelor’s degree in relevant field of study is required.
  • Specialized formal training on IT systems, business software (Microsoft Office) and web-based applications, ICDL certification, Microsoft Certified Professional (MCP) is desirable.
Experience:
  • 4 years (with High school diploma) or 1 year (With bachelor’s degree) of relevant working experience in IT and administration, communication equipment and radio maintenance is required.
  • Prior experience with the UN system or an international NGO, is desirable.
  • Knowledge of HF, VHF radio operations as well as satellite communication systems is required.
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Possession of a valid driver’s license is desirable.
  • Ability to travel;
  • Physically fit

Language:

  • Fluency in English with effective written and oral communication skills required.
  • Fluency in the local language of duty station is required.
