Job Summary

The Security Focal Person is responsible to assist the Security Program Manager – Ethiopia to promote and support the success and safety of field programs, staff, and facilities. This position will also help develop and maintain security and evacuation plans, assist with the development and enforcement of security procedures, and regularly train national and international staff on security measures. This role will provide primary support to the team working in Somali Region. The Security Officer is also responsible for coordinating with local key officials to ensure safety and security of Samaritan’s Purse personnel and management and supervising property and security guards in program sites, as well as related tasks assigned by the management.

Key Responsibilities

·       Management of the security profile of SPE in the local area.

·       Minimize exposure to risk for SPE operations in Somali Region.

·       Maintain proactive information flow to the SP Security Coordinator & Security Manager.

·       Advise members around key risks and mitigation strategies. Providing recommendations as required.

·       Maintain constant monitoring of the security environment and adjust security plans and procedures in response.

·       Ensure all staff follow security Standard Operating Procedures (SOPs).

·       Advise the Security Program Manager on suggested updates and improvements to core SPE security plans, policies, contingency plans, SOPs related to the local area.

·       Lead coordination of security risk assessments for new areas, projects, and grants.

·       Maintain a high-quality incident reporting culture and system.

·       Maintain good relationships and information sharing with key security stakeholders in the local area.

·       Provide training to other security staff, guards, and drivers as required.

·       Submission of weekly security updates, as requested by PM and Security Department.

·       Report any suspicious activity or security incidents to the Security Manager and Program Manager.

Duration of Contract:  July 31, 2024.

Job Requirements

Education/Experience

·       Relevant bachelor’s degree or Minimum 5 years of law enforcement and/or NGO security experience.

·       Working knowledge of context analysis and the current security environment in Somali Region, in particular the area of assigned responsibility.

·       Previous experience in a security position, preferably with a NGO.

·       Strong working knowledge of threat assessment, risk management.

Language

·       Amharic and English (spoken and written required)

·       Somali languages strongly desired

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this position, the employee is regularly required:

·       To travel for long periods in a vehicle.

·       Stand for long periods.

·       Undertake physical work such as assisting in freeing stuck vehicles.

·       Occasional lifting and moving items up to  50 LBS/23 Kgs

WORK ENVIRONMENT

·       May travel in areas with exposure to communicable diseases, hot and humid weather conditions.

·       Work in a security context that is ever changing.

·       Living in sparse accommodations with limited access to amenities.

·       Work in areas with limited access to medical treatment
