The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned bellow.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Key Performance Areas

  • The Security Coordinator will manage the overall organization’s safety and security tasks
  • Draft, Review and update ERCS safety and security policies and plans,
  • Initiate and prepare a robust security framework to support ERCS and partners’ staff and operations;
  • Prepares and facilitate a risk assessments across Ethiopia to assist in the development of mitigation strategies and plans.
  • Identifies and establish links with key information sources and liaise with the INGO and UN Security Forums. Assures close collaboration with the ICRC and IFRC Security Units to ensure alignment of plans.
  • Provide hands on day to day supervision and guidance to the NS’s contracted security guard force for offices and partners residents,
  • Ensuring the effective delivery of manned guarding services to the highest standards at all times, Providing out of normal hours assistance during times of increased threat or incident management,
  • Coordinating security resources and managing emergency response in order to ensure the safety and protection of staff and critical ERCS’s assets,
  • Ensure all official security records and paperwork is administered effectively, Provide an out of hours response to security incidents, assisting in the coordination of security resources and management of any emergency response,
  • Develop and deliver training to the contracted security guard force to improve personal standards and ensure a robust, effective and coordinated response to incidents,
  • Identify and report faults within security systems to the his/her immediate supervisor in a timely manner and monitoring remedial action accordingly,
  • Maintain an accurate inventory of security equipment, ensuring all equipment is in satisfactory working order,
  • Coordinates the safety and security programs to promote and ensure a safe working environment, Evaluates the effectiveness of safety and security systems of ERCS,
  • Provide recommendations for improvements and additions to the safety management program including emergency preparedness, accident prevention, general safety, and risk management,
  • Shares environmental safety and security information with appropriate levels in the organization,Establishing standard operating procedures – including communications during field travel and communication measures during civil unrest and possible internet shutdown;
  • Develop contingency plans based on risk assessment findings, Act as a technical advisor to ERCS executive on security issues
  • Administer all accident/incident reporting and review and verify all accident reports their completeness and accuracy in a timely manner. Constantly monitoring the security situation in the area
  • Prepares security risk assessment for PNS by using a variety of information source to analysis the contextual environment where PNS are supporting bilateral progrmme with ERCS.
  • Conducts risk assessment and provides security clearance in advance and continuously monitor the situation and update the staff and delegates.
  • Provide security briefings, debriefing and makes avail security information bulletin to delegates and visitors;
  • Periodically assess overall safety and security situation of the National Society and provide recommendations for corrective actions;
  • Advice PNSs and ERCS staffs on the back of a contextual analysis where particular vulnerabilities and risk lie, and how to mitigate them;
  • Establish and maintain working relationship with relevant law enforcement agencies in strengthening the security systems of the NS in order to get further security support.
  • Provide a neighborhood threat assessment where PNS’s are occupying office and residences and advice what physical and procedural measures must be implemented in response.
  • Monitor and control CCTV camera and reports any substantial incidents for concerned units.
  • Support PNS & ERCS staffs in the event of a staff member being involved in a security incident by liaising with the local authority /sr management /RC movement actors and providing immediate care.
  • Ensure that appropriate preparation has been made when the PNS move in the field including that field missions are requested on time and approved on the acknowledgment of security risk and are monitored when in progression;
  • Ensure that all ERCS Vehicle are appropriately equipped and maintained for road worthiness.
  • Confirm that the properties of the PNS offices and their residential house are safeguarded day and night.
  • Assists the service delivery manager in the preparation of security assessment, communication and handling procedure /guide line.

Work Unit:  General Services and Property Administration

Reports to:  General Service and Property Administration Division Manager

Terms of employment: – permanent after probation period    

Job Requirements

Qualification Requirements:

  • Second/First degree in Peace and Security /Police/Military science/law/ Political science and international relations.
  • 8/10 years relevant work experience. Military or police training/ service is desirable.
