Job Description

Humedica e.V is German based International NGO registered in Ethiopia in February 2010. Currently, it is looking for a qualified Safety, Protection and Safeguarding Officer for its Country Office.

Position Summary: 

S/he will provide ongoing technical support to field teams and partners across humedica portfolio to strengthen best practices, tools, and implementing strategies for saftety , protection and safeguarding. The post holder will also ensure that humedica Protection policies and procedures (like child protection policy) are effectively implemented in the country and field offices and that protection/safeguarding matters are responded to in a sensitive manner. S/he must know/learn and abide by organizational rules, regulations, and donor requirements concerning protection and safeguarding.

Key Responsibilities:

  • Keep informed of current legislation, statutory and other guidance with regards to safeguarding, child and adult protection, and sharing with staff on a regular basis.
  • Develop protection and safeguarding training materials; work with country teams to identify and address training and awareness gaps, and; lead investigations of protection and safeguarding incidents that occur in the course of humedica work.
  • Strengthen protection and safeguarding practices throughout the project life cycle at project, program and country level strategies for humedica.
  • Act as the first point of contact for any safeguarding, safety, child and adult protection concerns, providing timely, relevant support and advice in order to safeguard staff and beneficiaries
  • Attend safeguarding related meetings and participate in protection-related forums Maintain up to date, accurate, confidential records.
  • Provide, collate and monitor regular, accurate and timely data on safeguarding and child protection incidents and outcomes.

Safety Risk Assessment

  • Support context & situation analysis and risk assessments in existing and potential areas of humanitarian intervention.
  • Develop practical advice and recommendations to the Response Manager and other humedica staff on risk prevention and mitigation measures.
  • Provide for accounting of safety incidents and their mapping for identification of safety trends and patterns.
  • Ensure regular analytical reporting to the Response Manager and other staff as applicable.

Core Responsibilities

  • Support the development of safety strategies (acceptance, protection, and deterrence) in line with humedica safety policy, requirements, and protocols.
  • Coordinate and support day-to-day safety risk management, including monitoring situation; gathering and sharing information; implementing Safety Standard Operating Procedures and risk prevention and mitigation measures; and reporting.
  • Advise and support the Response Manager, program managers, and other staff on safety matters.
  • Establish and maintain working relationships with partners, local authorities, armed actors, and other relevant stakeholders for information gathering and providing for safe and secure environment.
  • Support proper contingency planning, including incident management, emergency relocation, evacuation, and hibernation.
  • Support the Management and other senior staff in managing safety incidents.
  • Lead on incident reporting, including via humedica Security Incident Reporting form.

Awareness and Training

  • Lead on the development of safety awareness and culture among humedica personnel and partners.
  • Provide for timely and efficient dissemination of important safety information to program staff, including via regular information updates, safety briefings and inductions.
  • Improve all staff safety skills, including via delivering pertinent training.
  • Identify long-term and immediate requirements for staff training on safety matters and support their implementation.
  • Ensure that all newcomers and visitors receive safety induction.

Job Requirements

Qualifications & Requirements:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in demanding and often difficult environments.
  • A master’s degree or Bachelor degree with equivalent experience in the field peace and security , PSIR, International Relations, international development or other related field of study.
  • 3-5 years’ experience in protection and safeguarding program design and implementation in fragile context settings
  • Proven experience responding to and managing sensitive protection / safeguarding matters in a confidential manner
  • Experience developing protection and safeguarding resource materials, including guidance, tools, and best practices
  • Experience in providing training to staff on protection and safeguarding
  • Excellent oral and written English and communication skills
  • Strong organisational skills and resourcefulness
  • Willingness and ability to travel to the project area and support the field staff and beneficiaries.
