Reporting and Supervision:

The Safety and Security Manager will report to the Deputy Country Director/Operations & Compliance. S/he will be responsible, to develop and implement security strategies at the company. S/he will be creating security policies and procedures, controlling budgets for security operations, and coordinating security-related activities for Palladium staff in Ethiopia.

Primary Duties and Responsibilities:

Specific responsibilities of the Safety and Security Manager include, but are not limited to:

Security and Operations Specialist

  • Access to professional security services including advice.
  • Arrival briefs and induction training for new staff.
  • Regular security updates – to include threat updates and incident details for all regions. Structured updates to be presented in person on a weekly basis to CoP’s/Team Lead’s (during the COVID pandemic deliver on Teams).
  • Assistance in production of, review and training on project specific SOPs for Ethiopia projects.
  • Assistance in the conduct of site surveys for office and accommodation sites and Travel threat assessments for out of Ethiopia Journeys. Copies to be presented to Palladium Global Security.
  • Assistance in the production of a communications plan with alternate (satellite phone) means of communication in the event of the failure of the mobile network.
  • Participation in, and adherence to Palladium Group cascade system for incident notification including a requirement to file an official report within 24 hours of an incident affecting project staff.
  • Security Point of Contact for Palladium regional presence.

Static Security for office and residential locations

  • Specification and management of guarding presence at office and residential locations where required by Palladium Group.
  • Review all risk assessments every 3 months and update.
  • Provide a list of hotels cleared for use by Palladium staff. To be supported with a risk assessment.

Mobile Security

  • Support for movement on a call-down basis and based on local threat conditions.
  • Airport pickup and drop off services where necessary.
  • Provide assistance in vehicle and driver selection.

Communications

  • Tracking application providing 24hr coverage of staff movement and facilitating a panic response in the event of an incident.
  • Production, management, and testing of a viable communications tree system to facilitate staff accounting procedures.
  • Provide and update contact cards for all projects.

Crisis Management Plan (CMP)

  • Assistance in the production and implementation of a CMP designed to deal swiftly with any level of incident.
  • The CMP should be linked into the local security network response, to cope with lock down, temporary relocation or full-scale evacuation of the team or an individual.
  • Linked into Palladium Group for incident reporting and crisis management response.
  • Liaison with Palladium Group’s insurer to provide all assistance in the event of security related evacuation or relocation.
  • Practice and rehearse incident response drills with all teams.

Medical

  • Facilitate access to medical facilities for minor ailments.
  • Liaison with Palladium Group insurer to provide all assistance in the event of medical incident or repatriation.

Internal and External Relationships

  • Internally, the role is expected to closely work with all project staffs of Palladium in Ethiopia and coordinate and network with the Palladium Corporate Safety and Security Manager at the UK office. S/he will also coordinate and network with USAID Partners Safety and Security Team (PLSO).
  • Externally, the role will liaise with local government relevant Institutions, clients, national government entities, Palladium subcontractors and business partners, and other stakeholders.
  • Attend weekly Palladium global security meetings.
  • Produce bi-weekly Ethiopia security analysis reports to Palladium global security management.

Job Requirements

Required Qualifications

  • Bachelor’s degree in Safety and Security Management or related field with security training, licensing, and registration.
  • At least five years’ experience in a similar role.
  • Extensive experience in preventing illegal activity and performing access control.
  • In-depth knowledge of security procedures and surveillance equipment.
  • Knowledge of security industry regulations.
  • Advanced ability to coordinate responses to security breaches and threats.
  • Superb leadership and organizational abilities.
  • Excellent interpersonal and communication skills.
  • Availability to respond to security alerts outside of business hours.

Responsibilities of Company

  • Any international or domestic travel and accommodation, outside of the office location, will be coordinated and covered by the Company.
  • Transport, accommodation & subsistence outside of Nairobi, including flight(s) and/or vehicle and driver if required for travel from airport to worksite, meetings etc.
  • Office space with desk
  • Visa for non-home country.
  • Where any of the above is not provided, it will be coordinated by Contractor and recharged at cost.
