The Humanitarian and Resilience team is responsible for the strategic development, management, and intervention of the country’s humanitarian and resilience programs. supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring humanitarian program alignment to the key strategic objectives and program standards.

 

Job Purpose:

The Roving Protection Coordinator is to ensure the proper and effective implementation of all protection-related activities and services of the emergency response under the humanitarian and resilience department. The aim is to protect and promote the safety, dignity, and rights of the affected people in the affected areas.

KEY RESPONSIBILITIES

Sector design and Strategic Leadership

·       Support the humanitarian team on humanitarian programmed design ensuring that protection is included as a sector as well as integrated in the other sectors, depending on needs, opportunities and strategic goals.

·       Lead the development, implementation and evaluation of the protection strategy and program at country level, providing technical inputs, suggestions for improvements and recommendations for future actions.

·       Ensure quality and timely protection analysis (threats, vulnerabilities, capacities) in current and prospective areas of operations, to inform program and strategies design as well as context analysis

·       Conduct an assessment of protection partner capacity and leading on building a potential equal partnership for Protection Program

·       Support the design, planning and implementation of new emergency projects to the Tigray response and beyond ensuring that protection is always included as a sector as well as integrated in the other sectors, depending on opportunities and specific needs

·       Promote the participation of the Ethiopian Protection team to all exchange and experience sharing opportunities within the Global protection Team in Oxfam

·       Strengthen the capitalization of data and lessons learned from protection-related interventions

·       Ensure that all humanitarian staff, mainly the Tigray response team and partners, are trained on humanitarian principles and basic principles of general protection, first psychological aid, data protection

·       Contributing to build the capacity on Safe Programming in coordination with the Senior Management, who is responsible for SP

Technical support and leadership

·       Build the Protection capacity within the of the humanitarian response, targeting Oxfam staff and partners, community representatives and sector experts through providing protection training and continuous follow up and monitoring.

·       Design and build capacity on technical tools, guidelines, and SOPs to implement the Protection Program accordingly with the Oxfam Protection Framework as well as the specific country needs and strategic goals

·       Ensure, coordinate, and supervise the implementation and the quality of protection activities planned and funded

·       Provide input, advise and guide the emergency response team to ensure the quality implementation of the protection activities from the technical point of view.

·       Support the program team in donor reporting, specifically on protection activities and adopted approaches;

·       Promote age, gender and diversity sensitive approaches into the project activities, as well as social cohesion initiatives.

·       Ensure that all data related to the protection activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men, for reporting and analysis purposes.

·       In cooperation with the Programme/Project Managers, elaborate and set up specific mechanisms to monitor and evaluate the protection activities,

·       Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the protection project activities.

·       In cooperation with the HR team, carry out the identification and selection of the protection staff, as required.

·       Support the Project Managers in elaborating and updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), with specific reference to the protection activities.

Representation & influencing

·       Represent Oxfam externally in appropriate protection-related  UN/ I()NGO for a ( such as protection cluster, GBV sub cluster) , with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms and supporting field staff in field-level protection coordination

·       Establish and maintain collaborative relations with relevant donor officers, partners, key stakeholders and other humanitarian actors.

·       Support the policy team in advocacy and campaigning on protection issues including analysis, surveys, assessments and support to development of policy products as required;

·       Support the Humanitarian Coordinator and the policy team in integrating programmes and policy, to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s country strategy Ethiopia.

Job Requirements

Experience, Knowledge, and Competencies:

Essential – Experience, Knowledge, Qualifications & Competencies

Master’s degree (MA or LLM) in Human Rights, International Humanitarian Law or related subjects (desirable) and a minimum of a BA in relevant fields (Social Science, Psychology, Social Work, human rights, international humanitarian law, or other related fields related to social development and humanitarian work or any other related areas that can bring added value to the job).

A minimum of 7+ years of relevant working experience in protection-related sectors, preferably within an INGO or UN.

Strong theoretical, technical, and practical background in protection and strong skills in networking with partners and donor liaison

Able to gather and critically analyse data, gaps, and trends related to protection issues.

Strong organizational skills and the ability to manage efficiently multiple priorities, deadlines, and tasks

·       Solid time-management skills, resourcefulness and attention to details

·       Demonstrable understanding of the gender dynamics of protection work and ability to implement protection activities with a strong emphasis on the gendered aspects of conflict, violence and abuse;
