Position Overview
Are you an experienced MEAL professional looking to make a meaningful impact in humanitarian response and emergency contexts? Tearfund Ethiopia is seeking a qualified Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to support the Disaster Risk Financing – Drought Anticipatory Action Project (DAAP).
Based in Karat, this roving role involves frequent field travel across the Konso Zone (Kena, Kolme, Karat Zuria woredas) and the South Omo Zone (Hamer Woreda), with potential deployment to other project sites as needed. You will lead the implementation of the project’s MEAL framework, ensure compliance with Core Humanitarian Standards (CHS), and drive data-driven decision-making to strengthen accountability to affected populations.
Key Responsibilities

MEAL Framework Implementation: Lead and coordinate data collection, indicator tracking, and data management systems aligned with Tearfund Quality Standards and donor guidelines.

Monitoring & Data Analysis: Conduct Post-Distribution Monitoring (PDM), baseline surveys, and quantitative/qualitative data verification using tools like KoboCollect, Excel, SPSS, or Stata.

Community Accountability: Establish and manage Community Feedback and Response Mechanisms (CFRM) in line with CHS standards to ensure transparent, accountable programming.

Reporting & Learning: Produce high-quality technical reports, facilitate organizational learning, and track key food security indicators (FCS, HDDS, HFIAS).

Capacity Building: Train project staff, local partners, and community stakeholders on MEAL methodologies and digital data collection tools.
Qualifications & Experience

Education: Bachelor’s degree (BSc/BA) in Agriculture, Rural Development, Disaster Risk Management (DRM), Economics, Social Sciences, Project Management, Statistics, or a related field.

Experience: Minimum of 4 years of direct MEAL experience within NGO/INGO emergency or development contexts.

Disaster Risk Financing Expertise: Proven knowledge of anticipatory action, parametric insurance, and trigger-based early warning systems in remote locations.

Technical Skills: Proficiency in digital data collection tools (KoboCollect) and statistical analysis software (Excel, SPSS, Stata).

Food Security Knowledge: Familiarity with standard food security metrics (FCS, HDDS, HFIAS).

Languages: Professional fluency in written and spoken English and Amharic. Local language skills strongly preferred.
