Level 3 – The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight).

Scope of Role:  Save the Children (SC) in partnership with the Ministry of Education, regional education Bureaus and Ethiopian School Meal Initiative (ESMI) implements Comprehensive Home-grown, Inclusive, Learning and Development School Feeding Project (CHILD SFP II)in Afar, Amhara (Waghimra), Oromia (Bale), Sidama, and Somali (Dollo and Moyale) regions. The holder of this position is responsible to technically support the effective implementation of the project in all the project regions with special focus on improving the foundational skills of the children, teachers effectiveness, supporting the implementation of ELM at home, measuring the impact of early learning intervention  through IDELA assessment, facilitate advocacy sessions that promote social cohesion and mutual respect and understanding, lead on technical discussions and meetings with MoE and partners, ensures that core program components are effectively utilized based on the Detail Implementation Plan(DIP), supports periodic program monitoring and evaluation produces, shares and documents required program reports. The education specialist will be based in Addis Ababa but travels across all project regions and support the region based offices in the implementation of capacity building programs and other pertinent areas.

The position holder works under the direct supervision of the Project Director to ensure quality planning, delivery of the school feeding project activities , utilization of financial and other resources, monitoring and evaluation as well as manages project staff, fosters strategic relationships/partnerships with ministry of education,  and other relevant ministries, departments and or agencies, children/students, teachers, school committees and community based structures.

KEY AREAS OF ACCOUNTABILITY:

  1. Program Implementation
  1. Work with teachers and community to increase education service provision e.g. initiating paradigm shift in LB, NB and ELM at home.
  2. Lead on planning and capacity building training workshops for teachers and other education actors.
  3. Work with the community mobilization team and communities (leaders, parents, etc.) and disseminate information about education issues and available services.
  4. Support the establishment of temporary learning spaces or the rehabilitation of formal schools in collaboration with the senior construction coordinator.
  5. Hold meetings with stakeholders including schools, local community and other organizations serving children and community to understand their education priorities, familiarize them with the projects and its objectives and engage them in the process.
  6. Ensure that the Education program is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
  7. Support, encourage and monitor the teachers supported by the program to ensure children learn in a safe and protective environment.
  8. Gain technical knowledge on education and other relevant areas so as to provide support and trainings to the supported teachers, especially in literacy boost, numeracy boost and ELM.
  9. In collaboration with the project Director and other technical staff , develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
  10. Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan.
  1. Monitoring and Reporting:
  1. Work with the MEAL advisor to ensure that all program data is properly and regularly collected by field staff, check data and ensure that it is logically presented to the Project Manager
  2. Collect and compile project data from the schools, teachers and PTSAs  based on the standard formats and submit regular reports capturing achievements, case studies and lessons learned to the Program Manager
  3. Contribute to the preparation of internal and external reports
  4. Participate in team reviews of results and program progress and/or project evaluation when and as requested
  1. Collaboration and Representation:
  1. Represent Save the Children in a professional manner.
  2. Liaise with other stakeholders, including schools, local leaders, and partners and participates in relevant meetings.
  3. Collaboration with other team members across to ensure synergies and consistency in our programming approaches. Represent programming with local government, NGOs, communities and within SC as appropriate.
  4. Enhancing children’s access to education, improve learning outcome and internal efficiency of pre-primary and primary students;
  5. Establishing high-level leadership and effective multi-sectoral co-ordination system for joint implementation of school feeding program.
  6. Supports the WEO so as to strengthen the capacity to improve the resilience of an emergency response.
  7. Support stakeholders’ coordination of quality inclusive and uninterrupted education during & in the aftermath of future emergencies.
  8. Strengthen capacity of WEOs and schools on back to school guidance, school feeding programs, PSEA; Child safeguarding and child protection.
  9. Support WEOs and schools to develop and implement appropriate catch up/accelerated/differentiated learning provision, MHPSS/Psychological First Aid, child protection & safeguarding, gender (&GBV), inclusion, health/girls’ clubs and DRR
  10. Support Community mobilization activities and work in close collaboration with the community and teachers on school feeding programs.

QUALIFICATIONS AND EXPERIENCES

  • A minimum of first Degree in Development studies, Public Health, Nutrition, Education, Community Development. Master’s degree is preferred.
  • Experience in project management (at least 8 years), including project cycle management, proposal writing, budget management and donor reporting
  • Knowledge of finance monitoring and follow up tools
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability
  • Experience of delivering programs in tight deadlines
  • Ability and willingness to work in remote and isolated location with ever-changing security Scenarios
  • Experience in MS Office package (Excel, Word, PowerPoint, and Visio), web conferencing applications, and information and budget management systems.
  • Experience of coordinating activities across locations and with roving position
  • Knowledge of child safeguarding and protection
  • Experience, preferably in SF/CP programs, with vulnerable children and youth
  • Fluency in relevant local language and English both in written and spoken forms
