Background

The Hailemariam & Roman Foundation (HRF) was established in April 2018 as non-profit international NGO by the agreement reached with the Government of Ethiopia. Then, it was registered with the Federal Authority for Civil Society Organizations (ACSOs) in July 2020. The Founders, Former Prime Minister of Ethiopia, H.E. Mr. Hailemariam Dessalegn & the Former First Lady of Ethiopia, H.E. Mrs. Roman Tesfaye are committed to support the efforts of Government, Communities, and Partners in bringing socioeconomic transformation in Ethiopia and the broader Horn of Africa.

With three of its programmatic focus areas on RMNCH and nutrition, climate smart conservation and ecotourism, and economic empowerment of women and youth, synergizing each other, the foundation envisions seeing “A healthy and economically empowered community in a well conserved environment.” Geographically, its support focuses on areas with the highest disparities where the foundation could add value and has initiated interventions in selected woredas of South Omo zone, West Omo zone, and Gambella region.

Roles and responsibilities of RMNCH Senior Officer at HRF head office

  • The Reproductive, maternal, neonatal, and child health (RMNCH) Senior Officer will be accountable to the Chief of Programs, Health & Nutrition at HRF head office and shall have the following roles and responsibilities:-
  • Analyze reproductive, maternal, neonatal, and child health (RMNCH) situations in the intervention areas using existing data and make recommendations for actions.
  • Prepare project proposals with compelling business cases that intend to address major barriers in access and utilization of RMNCH services.
  • Take part in preparation of operational plans and initiatives in the areas of RMNCH aligned with national policies, recent guidelines and local priorities.
  • Prepare implementation plan of projects with mapping of existing capabilities for effective execution.
  • Promote best in class models in the areas of RMNCH gathered from the intervention areas or elsewhere to be scaled for better outcomes.
  • Partake in the preparation of accelerated health equity plans for interventions intervention areas.
  • Prepare public movement ignition documents on the areas of MNCH tailored to the intervention woredas.
  • Partake in provision of trainings on the areas of RMNCH in the intervention areas.
  • Provide technical support to the intervention areas for improved planning, implementation, and supportive supervision of RNMNCH project activities.
  • Provide technical advice on enhancing the engagement community leaders and beneficiary communities for improved uptake of lifesaving health & nutrition interventions for adolescents, youth, mothers, neonates and children.
  • Make post training follow-ups in support of translating training into actions.
  • Provide technical support in the creation of model woredas, model primary healthcare units, model development teams, and model families.
  • Provide advice on suitable health service delivery models for pastoralist communities.
  • Make regular supportive supervision to health facilities and communities in the intervention woredas.
  • Partake in the documentation of best practices in the intervention areas.
  • Prepare and submit regular progress reports on RMNCH project activities including reports to donors and concerned bodies.
  • Represent HRF in the technical working groups on health and nutrition and partners forums at national levels.
  • Undertake other activities directed by the foundation as deemed necessary.

Place of work:  At HRF head office in Addis Ababa with frequent travels to intervention areas in South Omo & West Omo zones and Gambella region.

Salary and benefits: Salary based on the foundation’s scale with pension benefits and income taxes according to the applicable Ethiopian laws.

Duration of contract: for a period of one year with the possibility of extension.

Job Requirements

Educational

  • Advanced degree from recognized university in public health, medicine, nursing, maternal and child health or related fields.

Work Experience

  • At least six or more years of experience in managing and leading programs in the areas of reproductive, maternal, neonatal, and child health (RMNCH) at national and regional levels. An experience of work in developing regions would be an asset.

Competencies

  • Producing skills: proficiency in writing project proposals with coherent content, clear language, and analysis that takes into account the contexts at national and local levels including policies, plans, guidelines and priorities.
  • Analytical skills: thorough understanding of RMNCH situations in the intervention areas and innovative ways in addressing them.
  • Program management skills: high proficiency in managing and leading program planning and implementation with multiple actors in a coordinated manner.
  • Communication skills: high proficiency in spoken and written English and Amharic. Proficiency.
  • People skills:  strong ability in getting along with people within and outside of the organization that nurture positive relations.
  • Computer application skills:  proficiency in using computer applications in Microsoft Word, Excel, and PowerPoint as well as Email, WhatsApp and telegram communications.
