RFP HR CONSULTANCY HCP CURE BLINDNESS – Himalayan Cataract Project

Job Description

SUMMARY

HCP Cureblindness (HCP) is issuing this Request for Proposals for services of an Human Resources consulting firm to assist and advise HCP on the implementation of a hiring strategy and plan for the Bahir Dar Specialty Eye Center.  The firm will be expected to provide direct services with a review and refinement of all existing draft job descriptions and Organizational Chart, development of a hiring strategy and plan, and a design of a salary scale. The consulting firm shall assist HCP in attracting, interviewing, and hiring 3-5 critical roles that will in turn help position the specialty eye center for a successful launch and opening. Services include assisting with development of position descriptions and terms of employment, development of recruitment plan, conducting the search, vetting of qualified candidates, and decision assistance in the final selection. The HR consulting firm will coordinate its efforts with HCP’s BDSEC Search Committee, which includes the BDSEC CEO and representatives from global HR and Legal.

BACKGROUND

HCP was founded in 1995 as a 501(3)(c) nonprofit corporation dedicated to the eradication of preventable blindness in the world. Initially focused on cataract surgery in remote areas of Nepal, HCP has broadened its operations to 18 countries in Asia and Africa and has performed over 1 million cataract surgeries and over 13 million eye health screenings, both directly and in conjunction with our local partners whom we have trained and supplied.

HCP is in the advanced stages of constructing a Specialty Eye Center to provide cataract surgeries as well as other advanced eye examinations and surgeries in Bahir Dar, Ethiopia. Forthwith, center to be referred to as the Bahir Dar Specialty Eye Center (BDSEC). Construction of BDSEC is currently underway and construction is expected to be complete in early September.  The construction completion date is subject to adjustment. As the construction phase is nearing completion, HCP is looking for outside assistance with hiring the staff for the facility; to review existing hiring plans; assist with compensation determination; and overall implementation of the hiring plan.

PHASE I: HR CONSULTANCY

HCP is seeking a Human Resources firm to provide immediate strategic and operational HR support for the first phase of staffing the BDSEC in Bahir Dar, Ethiopia.

SERVICES REQUESTED

Working closely with BDSEC’s CEO and HCP headquarters, HCP is seeking an HR partner that can immediately focus on critical, early stage hires to position BDSEC for full operational capacity in the 4th quarter of 2023.  The contracted firm is expected to:

Review existing draft Phase 1 Recruitment Plan, draft Organizational chart and corresponding job descriptions (attached) to identify first priority, key hires including the lead administrative and operations roles. Anticipate priority roles to include Operations Manager, HR administrator, procurement and finance leads, but subject to review. The contracted firm is expected to assist with the messaging to prospective hires and to then drive the broader hiring process (including refining Org chart and role descriptions, and to manage recruitment process in Phase II) and other pre-operations work (eg finance, systems, procurement).

  • Manage the communication and coordination for implementation of the hiring plan and process.
  • Develop a hiring plan for desired BDSEC positions.
  • Recommend the priority order in which these positions should be filled given the BDSEC’s operational, clinical, marketing, and other needs prior to opening the facility’s doors.
  • Refine job descriptions for these hires and recommend market-based salary ranges for each role, in addition to allowance/benefit recommendations per best practice in the sector.

  • Facilitate and assist the BDSEC team / interview panel in developing, updating, coordinating, and implementing the overall HR recruitment Implementation Schedule.

  • Conduct initial screening and compile short list of candidates for interview
  • Assist/facilitate in organizing interview for short listed candidates
  • Document and maintain candidate file and results
  • In consultation with the BDSEC CEO, write and submit final report/result
  • In all milestones (JD, short listing and etc.) work closely with BDSEC CEO and HCP global HR, if necessary, organize short face to face meetings and Zoom meetings
  • Conduct market assessment to check the availability of required candidate experts (optional)
  • Assist in developing and writing letter of invitations short-listed candidates for interview, notifying their success or failure, employment agreements and other similar related paper works.
  • Provide weekly progress reports regarding working conditions, work completed, materials delivered and, etc.
  • Maintain an effective working relationship with internal (HCP US + Ethiopia) and external (job seekers and others) contacts.
  • Ensure that the hiring process runs smoothly and comply with the standards (rule and regulations) as per agreed schedule.
  • Communicate and convey to all prospective hires that it is HCP’s intent that all hires will be independent contractors initially for a term of six (6) months.  Upon opening the center, the intent is for the independent contractors to become employees of the BDSEC.  Continued employment will be contingent upon meeting performance expectations, and budgetary considerations.
  • Execute the recruitment process, including developing job descriptions, advertising, candidate screening, coordinating review of finalists, coordinating panel interviews, and making recommendation to HCP.
  • Once hired, assist with the onboarding process in coordination with BDSEC CEO.

Job Requirements

RFP SUBMISSION REQUIREMENTS

All bidders must submit a Technical Proposal and a Cost Proposal to the Point of Contact (Semegnew Alem at salem@cureblindness.org AND Emily Newick at enewick@cureblindness.org) by June 14, 2023 at 5:00 p.m. EST to be considered for this RFP.

Responses must be submitted by email to the Points of Contact, with a subject line  “BDSEC RFP for HR SERVICES”.   Submissions must have 4 attachments: 1)  Technical Proposal; and 2) Cost Proposal. 3) Renewed registration license. 4) Evidence of work on similar activities. Attachments must be submitted in PDF format.

All proposals must include the legal name and current address of the firm and affirmation that the firm is in good standing and that the person submitting the proposal is authorized by the firm to submit said proposal.  All proposals must contain an email address and point of contact for the firm for any necessary communications about this RFP.

Current resumes showing education, licenses, relevant certifications, etc. and recent Owners Represented and experience (including dates of previous engagements)

The successful Bidder will be expected to sign an agreement for the defined HR consulting SOW.

Outline of public and private organization types and client types for which applicant performed services similar to the services solicited in this RFP over the past 8 years. Description of the nature, size and complexity of HR services in which the applicant has participated.

Contact information for references from the institutions requested/listed above. Provide a list of the names, titles, current addresses and telephone numbers of the people involved including owner or supervisors.

Proposals must address our key interests:

  • Organizational success providing HR consulting support, with particular emphasis on NGOs and health delivery organizations.
  • The specific team within your organization who would staff the engagement.  Please highlight team member’s expertise relevant to addressing our specific search criteria.
  • Your process: please add anything about your process for this type of engagement, in particular, what will you require of our Search Committee and staff during the process
  • Deliverables: delineate proposed milestones and how success will be measured throughout the process.
  • Proposed Timeline: estimate the start and end dates for each phase of the search process.
  • Budget: proposed fee, along with brief narrative description of how your fee is structured and what is included in this cost
  • Conflicts: please note any engagements with HCP-peer organizations that might create any conflicts
  • References: provide two relevant references

EVALUATION CRITERIA

HCP will designate a Committee to evaluate proposals. In evaluating proposals, HCP will review all proposals and base its selection on the following evaluation criteria:

1.       The quality of the Response submitted.  Has the prospective firm adequately addressed all requested information and addressed all areas of inquiry and requirement of the RFP?

2.       Was the Response properly submitted?

3.       Nature and quality of the prospective firm’s identified team members and the firm itself.

4.       Availability of the firm to provide the level of service required in a timely manner

5.       the Firms’, as well as individual team member’s experience with HR services and administration in the Bahir Dar region

6.       Cost

The HCP Committee shall review all proposals and select a short list of respondents based on qualifications identified above, including the fees / cost of the services.  To be clear, the proposed fees / cost for the HR services is one factor in HCP’s evaluation of the submitted proposals.

HCP reserves the right to request additional information from the finalists and/or request such finalists to appear for an interview, but if HCP does make such a request(s), it shall make such request(s) of all finalists equally.

RESERVATION OF RIGHTS

●        HCP reserves the right to obtain clarification or additional information necessary to properly evaluate a proposal. The bidder may be asked to give a verbal presentation of its proposal after submission. Failure of Contractor to respond to a request for additional information or clarification could result in rejection of the HR service proposal.

●        To secure a project that is deemed to be in the best interest of HCP, HCP reserves the right to accept or reject any bid, in whole or in part, with or without cause, and to waive technicalities in submissions.

●        HCP also reserves the right to cancel this RFP and any agreement arising from the RFP if: (i) Contractor fails to perform any of the services contained in the HR of the service Contract; (ii) Any other change in Ethiopian law, policy, or regulation that adversely affects HCP’s ability to construct the Bahir Dar Eye Center.

HCP will not answer questions or respond to comments received after the deadline.   Answers to Questions and responses to comments received by HCP BEFORE the deadline, will be sent via email to all respondents.

HCP intends to complete the selection process by June 21, 2023, but reserves the right to extend the time for a final decision.
