Job Description

BACKGROUND:

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating.  Platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions.

The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

POSITION SUMMARY:

The Resource and Expenditure Analytics & Reporting Specialist ensures robust financial oversight, expenditure monitoring, and analytical reporting across the PCU portfolio. This role is responsible for consolidating portfolio-level financial data, conducting value-for-money analyses, preparing management dashboards, and providing evidence-based insights to support strategic financial decisions, resource optimization, and donor compliance

KEY DUTIES & RESPONSIBILITIES

Outcome 1: Portfolio Financial Analytics & Reporting (30%)

·       Consolidate and analyze financial data across projects to track budget utilization, commitments, and expenditures.

·       Prepare periodic financial dashboards, analytical reports, and portfolio performance briefs.

·       Identify trends, risks, and opportunities for resource optimization and provide actionable recommendations.

Outcome 2:  Budget Monitoring & Compliance ( 25%)

·       Track project-level expenditures against approved budgets and work plans.

·       Ensure alignment with government and donor financial regulations, reporting standards, and audit requirements.

·       Support quarterly, biannual, and annual financial reviews with detailed variance analysis.

Outcome 3 :  Resource Planning & Forecasting (20%)

·       Assist in multi-year resource planning and portfolio-level budgeting exercises.

·       Conduct scenario-based financial modeling to inform strategic resource allocation decisions.

·       Provide guidance for cost-effectiveness and value-for-money analyses of projects and portfolio interventions.

Outcome 4:     Capacity Building & Advisory Support (15%)

·       Provide technical guidance and training to project finance teams on reporting standards, expenditure tracking, and financial analysis.

·       Advise leadership on resource allocation, budget adjustments, and financial risks.

Outcome 5:    Stakeholder Engagement (10%)

·       Train project teams on M&E tools, data use, and learning integration.

·       Provide advisory support to PCU leadership and project managers on performance improvement strategies.

Required Qualification, Competencies, and Experience:

Field of study: bachelor’s or master’s in Finance, Accounting, Economics, Development Finance, or related field.

Experience: Minimum of 6 years for a bachelor’s degree or 4 years for a Master’s degree of relevant experience in financial analytics, expenditure tracking, or resource management roles. Experience with multi-donor portfolios, government budgeting, and compliance reporting preferred

·       Conduct portfolio-level assessments to optimize resource use.

Dashboard & Visualization Tools

·       Develop interactive dashboards and reports for leadership and donors.

Other requirements (Languages, Licensing or Certifications)

·       Fluency in English (written and spoken) required; local language proficiency an advantage.

·       Professional certifications in finance, accounting, or project management are desirable.
