Position Title: Female Resident Enumerator/Data Collector

Employment Type: Short-Term Consultant

Reports To: Field Supervisor, with support from the Regional Coordinator and the Project Coordinators, EPMA

Location: Multiple Regions (9) of Ethiopia

Remuneration: As per the EPMA payment rates

About EPMA:

The Ethiopia Performance Monitoring for Action (EPMA) project, implemented in collaboration between the Addis Ababa University school of Public Health and the Ethiopian Public Health Association, plans to reinvest in the PMA-Ethiopia Prototype (INV-009466). This prototype was initially launched in 2019 by Johns Hopkins University (JHU) to address the limited local capacity building in the original PMA 2020 initiative. PMA-Ethiopia aims to improve local capabilities to conduct population-based surveys and generate timely and innovative data on family planning (FP) and maternal, newborn, and child health (MNCH). This data intends to support evidence-based decision-making in health programs. Following a pilot test in the Southern Nations, Nationalities, and People’s Region (SNNP), the initiative included a panel survey tracking pregnant women through various stages to inform MNCH programs, distinguishing PMA-Ethiopia from the global PMA 2020 initiative.

The approved reinvestment involves transferring technical and managerial oversight to AAU, aligning with ECO’s strategy to build local institutions’ capacity to support the Federal Ministry of Health (FMOH) and regional health bureaus (RHBs). This transition aims to ensure the sustainability and nationwide ownership of PMA data, essential for monitoring and evaluating health sector program priorities in Ethiopia.

Position Description:

The Resident Enumerator (RE) will be involved in the data collection process using various survey tools, starting from household listing activities to conducting interviews with sampled or eligible respondents at both the household and school levels within the assigned enumeration areas.

Essential duties and responsibilities include the following:

  • Communicate the location of respective survey sites selected for the EPMA survey.
  • Conducting a full census (or listing) of the Enumeration area (EA) assigned to her.
  • List all HH members within the EA, which will be used as a sampling frame to select HHs for the cross-sectional survey.
  • Locating the selected households in the sample.
  • Identifying all eligible respondents for the Cross-Sectional surveys within those households.
  • Interviewing all eligible respondents in the households individually using an appropriate survey Questionnaire.
  • Completing all required survey questionnaires for all selected households or HHs with eligible respondents.
  • Returning to households to interview respondents who could not be interviewed during the initial visit.
  • Checking completed questionnaires to be sure that all questions were asked, and responses were correctly entered.
  • Sending all completed ODK forms to the central server using cellular or Wi-Fi data network.
  • Strictly follow the procedures outlined in the training manual and those provided by the survey organizers to ensure high-quality data collection. Supervisors will provide you with materials, instructions, and support, check your work regularly, and assist you with any challenges encountered during data collection. They will also guide your work as part of the survey team.
  • Communicate with your respective supervisor on a daily basis during the active data collection period to review interview status, share progress reports, and discuss any issues that may arise with interviewing or with the software and hardware components.
  • Be responsive and work with supervisors to ensure quality data are collected and submitted to the study team.
  • Report promptly to your supervisor about any challenges encountered during field data collection, and address such issues on the spot in consultation with them.
  • Attend all training days and pretest sessions organized for the project. This includes full and refresher onsite trainings conducted by the survey team.
  • Ensure that each eligible respondent receives the airtime voucher provided as compensation for their participation in the survey.
  • Recruit field guide and translator, when applicable, from within the field site and effect the daily allowed perdiem to the field guide &/or translator on behalf of the project.
  • Submit required finance documents and bank accounts that accept direct deposit to respective supervisor.
  • Submit all survey and logistics materials that must be returned at the end of data collection to your respective supervisor, such as field guides, translator payment sheets, completed listing forms, phones with accessories, and power banks.
  • Participate in providing feedback on the translation of survey tools into local languages.
  • Carry out other survey related tasks as appropriate.

Supervision:

The RE will work under the general supervision and direction of the supervisor, in consultation with the regional coordinator, the lead project coordinator, and the assistant project coordinator of EPMA.

Deliverables

The Enumerator will contribute to the following deliverables:

  • Signed contractual agreement.
  • Completed expected surveys questionnaires and submitted forms to the server.
  • Completed logistics, follow-up, and progress report forms submitted.
  • Project owned equipment retuned.
  • Data collection activity progress reports.

About You

Required Qualifications and Experience:
Essential Qualifications:
  • Gender: only female applicants are eligible for this position
  • A minimum of Diploma, 10+3, Level IV or other equivalent levels and above in the field of Computer, IT, health, Statistics, Economics, Sociology, Management, Accounting and other relevant fields.
  • Experience in the position of data collector or in a higher position in large scale national surveys such as EDHS/PMA/mini-EDHS/SPA/SARA.
  • Experience in surveys conducted using mobile phones or tablets; familiarity with ODK application is highly preferred.
  • Willing and able to work in the assigned study sites, and to travel to Addis Ababa or other regions for training and administrative purposes.
  • Willing and able to work in remote areas with limited infrastructure and public services.
Preferred Qualifications:
  • Experience serving as a data collector or in a higher position in the most recent EDHS 2024 survey.
  • Proficiency in the regional or study site-specific local language.
  • Experience in family planning, maternal health, or nutrition field related surveys
  • Regularly reside within or near the enumeration area; the preferred order: reside within the EA’s Kebelle, Woreda, Zone, or Region.
  • Excellent interviewing skills.
  • Experience with community-based and/or facility-based research programs.
  • Minimum of one year working experience in the relevant fields or field survey.
  • Skill in using Microsoft Office applications: World, Excel, and Power Point.
  • Ability to work collaboratively and as part of a team as well as independently.
  • Time management skills and ability to work well under pressure, in hardship and hard to reach areas.
  • Ability to work flexible hours i.e. weekends, evenings when required
  • Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor.
  • Skill in using electronic communication: email and Skype.
  • Effective oral and written communication in English.

Contract Terms & Conditions

  • The successful candidate will be hired as a Part-Time Consultant (PTC) for up to 2 months with possibility of contract renewal or extension.
  • Remuneration will be set according to standard of EPMA Project rate. All payments and reimbursements will be based on submitted deliverables of the enumerator.
  • The enumerator will use her project-issued cell phone during the survey period for data collection and survey-related communications.
