Request for Quotation for External Audit Service

1. Background

3iS is a non-for-profit organization that provides information management (IM) services to humanitarian and development organizations. Through IM, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and IM activities. 3iS has been registered as foreign civil society organization by Authority for Civil Society Organizations (ACSO) and currently seeks to engage a qualified independent audit firm to perform an annual statutory audit of its financial statements for the fiscal year ended on December 31, 2025.

2.Objective

This Request-for-Quotation (RFQ) aims to provide 3iS with external audit services. The objective of the audit is to provide an independent opinion on whether the financial statements fairly present the organization’s financial position and whether financial management complies with ACSO regulations and applicable Ethiopian laws.

3. Scope of Work

• The audit firm shall:
• Audit annual financial statements in accordance with International Standards on Auditing (ISA)
• Assess compliance with ACSO reporting requirements and applicable laws
• Review internal financial controls and accounting practices
• Verify that funds are properly recorded and used for intended purposes
• Report significant findings and recommendations

The audit will cover the fiscal year ending December 31, 2025, beginning from the commencement of 3iS Ethiopia’s operations on November 1, 2025. All financial documents will be made available at the 3iS Ethiopia Country Office in Addis Ababa.

4. Standard

The audit shall be conducted in accordance with:

• International Standards on Auditing (ISA)
• CSO Proclamation No. 1113/2019 and ACSO directives
• Relevant Ethiopian financial and regulatory requirements

5. Deliverables

• Signed independent audit report
• Audited financial statements
• Management letter outlining findings and recommendations

6. Requisite Qualification

The audit firms must have and submit the following documents as part of their offer:

• A valid business license
• A renewed professional license from Accounting and Auditing Board of Ethiopia (AABE)
• A VAT and TIN certificate
• Adequate experience conducing similar audits with INGOs in the last 5 years, including large/complex assignments
• Qualified team leader with CPA/ACCA or equivalent qualification and extensive INGO statutory audit experience

7. Timeline

The audit shall be completed by 15th March 2026 at the latest.
