Request for Proposal to Conduct Final Evaluation of CIRCLE Project -Addis Ababa, Ethiopia

Job Description

Background

ChildFund is an international child focused NGO working to improve the wellbeing of deprived, excluded, and vulnerable children and families. We achieve positive change in communities in partnership with local organizations through our three core programs that improve education, health and livelihoods and achieve the outcomes of healthy and secure infants, educated and confident children and skilled and involved youth. ChildFund International has been working with vulnerable communities and groups of people including children, parents/caregivers, local partners and government agencies in Africa, Asia, Americas, and Eastern Europe, operating in 24 countries and as part of a global partnership since 1938.

ChildFund Ethiopia has been implementing a 2-years project entitled “Community Integrated Response to Child Labor in Ethiopia” project in Dugda Woreda, Eastern Zone of Oromia Region. The project has been implemented in partnership with Dugda Child and Family Charitable Organization in seven Kebele Administrations (namely: Bole, Oda, Melka Dubisa, Oda Boqota, Giraba Qorke Adi, Hate Laman and Tepho Chorokie) of Dugda Woreda from fiscal year 2021-2023. The project beneficiaries were about 30,000 people. These include 4,500 children (50% female), 4,300 parents, teachers and authorities (60% female), 12,000 adults (60% female) and 7,500 children (50% female). Its program is holistic and participatory for local ownership and long-term sustainable development. The program is Right based components for rights holders to claim their rights and duty bearers to provide services. Thus, the community engages in poverty reduction, food security, environmental rehabilitation and development, health and nutrition, education, income generation and emergency response.

Purpose of the Consultancy Service

ChildFund Ethiopia is seeking the service of a qualified organization (firm) or individual] to conduct an end lined data collection and evaluation of the project describe above.” The primary purpose of this assignment is to lead the evaluation exercise utilizing both quantitative and qualitative methods, and the assignment includes proposing the evaluation methodology, training of data collectors, data collection, entry, and analysis, as well as writing evaluation report. This solicitation therefore seeks bids to undertake the final evaluation in seven kebeles of Dugda woreda where the project was operating.

Job Requirements

Requisite Qualification and Experience

The applying firm has to have an experience of more than five years related with the assignment.

The proposed team for the assignment needs to have the following educational background and experience.

  • MSc/BSC degree with demonstrable expertise (at least 7/10 years) in Sociology, Social work, Economics, Social development, and other related fields.
  • Demonstrable experience (at least 7 years) in evaluation/research/assessment of the programs.
  • Ability to conduct high quality research, meet deadlines and respond to requests and feedback provided timely and appropriately.
  • Excellent track record in designing and conducting quantitative and qualitative research and analysis.
  • Knowledge of Ethiopia’s governance and cultural context.
  • Previous experience conducting similar project evaluation/assessment will be considered as an asset.
  • Excellent written and verbal communication and reporting skills in English.

i.     A technical proposal which includes a capability statement detailing suitability for the assignment, similar assignments undertaken, references for the same, CVs of the survey team members who will involve in the assignment. The proposal should also include proposed work plan and timeline for the activities Copies of legal documents need to be enclosed in the technical proposal References with contact information should be provided to confirm the applicant’s track record.

ii.   A separately sealed financial proposal to conduct the evaluation which should be inclusive of all associated costs to conduct the final project evaluation including data collection, travel costs and professional payments…

All bids should be submitted in a sealed envelope. The technical and financial proposals must be sealed separately, and each should be marked clearly. Each envelope should bear the following information:
