Location: Addis Ababa, Ethiopia
Deadline: November 16, 2026
The International Fertilizer Development Center (IFDC) is implementing the Transform Soil Fertility Management in Ethiopia (TRANSFORM) Program, a four-year initiative funded by the Embassy of the Kingdom of the Netherlands and the European Union. IFDC serves as the lead implementer in collaboration with local and international consortium partners. The program aims to transform soil health and fertility management in Ethiopia by sustainably increasing the productivity and income of 100,000 small-scale food producers and improving the sustainable management of 65,000 hectares of farmland. The program is being implemented from January 1, 2025, to December 31, 2028. As the program reaches its midpoint, IFDC seeks to commission an independent Mid-Term Evaluation (MTE) to assess progress made during the first two years of implementation, generate evidence-based lessons, and inform adaptive management for the remainder of the program period.
Accordingly, IFDC invites qualified and experienced consulting firms to submit technical and financial proposals to undertake the Mid-Term Evaluation assignment. Firms with demonstrated experience in evaluating complex agricultural development programs, particularly those funded by the European Union and the Embassy of the Kingdom of the Netherlands, are strongly encouraged to apply. The MTE forms an integral part of the TRANSFORM Program’s Monitoring, Evaluation, Learning, and Sharing (MELS) Framework and serves both accountability and learning purposes.
The evaluation is expected to provide an independent assessment of the program’s relevance, effectiveness, efficiency, coherence, sustainability, and prospects for achieving intended outcomes and impact. The evaluation will also identify lessons learned, emerging good practices, implementation challenges, and strategic recommendations for strengthening program performance during the remaining implementation period.
A detailed description of the assignment, including the scope of work, evaluation questions, methodology requirements, expected deliverables, consultant qualifications, and proposal submission requirements, is provided in the Terms of Reference (ToR).
Interested bidders may obtain the ToR by submitting an email request to: procurementethiopia@ifdc.org
The technical proposal shall be submitted electronically in both Microsoft Word and PDF formats to the email address: procurementethiopia@ifdc.org. The financial proposal shall be submitted separately in a sealed envelope to the IFDC office in Addis Ababa (address below).
Both the technical and financial proposals shall be submitted no later than November 16, 2026.
All proposals must be prepared in English. It is the sole responsibility of bidders to ensure that their proposals are received by IFDC on or before the submission deadline. Late submissions, regardless of the reason, will not be considered.
