The International Fertilizer Development Center (IFDC) has received a four-year program grant from the Embassy of the Kingdom of the Netherlands and the European Union to implement “the Transform Soil Fertility Management in Ethiopia” (TRANSFORM) program. IFDC leads implementation in partnership with national and international consortium partners. TRANSFORM aims to sustainably increase the productivity of 100,000 small-scale food producers and improve the sustainable use of 65,000 hectares of farmland.
Building vibrant and inclusive soil input sector with stronger private sectors participation is one of the program’s four strategic intervention areas. TRANSFORM will assess Ethiopia’s fertilizer subsidy program, fertilizer procurement framework, and the policy and market conditions affecting the production, distribution, availability and accessibility of organic fertilizers and other soil inputs.
IFDC invites eligible and experienced consulting firms (licensed companies only) to submit separate technical and financial proposals for the assessment described in Annex 1. The assignment intended to strengthen the availability and accessibility of diversified soil inputs for small-scale food producers for field work in 12 districts across the Amhara, Oromia, and Central Ethiopia regional States.
Proposals must be prepared in English. It is the bidder’s responsibility to ensure that both the technical and financial proposals are received through the prescribed channels on or before the deadline. Late submissions will not be considered.
Proposals will be evaluated for administrative completeness, eligibility, technical merit and financial competitiveness in accordance with this RFP and its annexes. IFDC reserves the right to accept or reject any proposals in accordance with its applicable procurement procedures and without incurring liability to bidders.

The technical proposal shall be submitted by email in both editable Word and PDF formats to: procurementethiopia@ifdc.org. The financial proposal shall be submitted as a hard copy in a sealed envelope to the address below. Both technical and financial proposals must be received no later than September 9, 2026.
