Based in: Hawassa and Dessie

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

We are looking for a Regional WASH Services Lead who manages day-to-day communication with the utilities, municipalities, and administrations. Engages the Addis Ababa-based technical teams to provide targeted technical assistance and promotes utilizing of the available technical support pool to support each utility and municipality as needed, based on the results of the initial capacity assessments. Supports the development of citywide WASH business and investment plans, sanitation improvement plans, and water safety plans, providing both Technical Assistance and Organizational Development support as needed.

Key Result Areas:

  • Programmatic objectives in the respective region (e.g., regional adoption, learning, growth performance)
  • Private and public partners training, development, mentoring, and sustainability
  • Stakeholder engagement: regional and local government officials, utilities
  • Staff management: WASH Service Specialist, Market Facilitation Specialist, Data Analysis Specialist
  • Coordination and integration of implementation activities at major towns (e.g. logistics, planning, reporting, review of performance).

Essential Functions:

Under the supervision of Market Development Director/ IFI Manager, the Regional WASH Services Lead will:

  • Develop annual plans including program work plan, procurement needs and budget in accordance with overall program/s strategy and objectives. (Program planning and contribution to strategy)
  • Engage with relevant government/local partners to effectively foster coordination and partnerships with private sector partners/stakeholders to scale up (Public Private Partnership)
  • Lead tasks related to citywide WASH business and investment plans, sanitation improvement plans, and water safety plans. (Program delivery)
  • Constantly seek to improve private and public partners engagement, identify their barriers and facilitate solutions that can enhance their success.
  • Represent the project in the respective region as a liaison with local administration and other stakeholders of the project. (representation)
  • Develop town level forecast on WAH product needs, business inputs required, and training needs in line with the annual plan. (Planning and facilitation)
  • Provide regular, concise reporting on program activities, documenting and sharing key lessons on the potential to scale up identified business models with a private sector perspective. (Business Development)
  • Support the development of WASH technical team, through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback. (Team management)
  • Oversee and ensure WASH business models/strategies, activity implementation, partnership and budget expenditures that adhere/comply to the standard. (Compliance)
  • Additional assignments as required by the management and/or immediate supervisor (Delegation)

Job Requirements

Background

Qualification and Experience:

  • Master’s degree in management, Business Administration, Marketing, Economics or related field with five (5) years of demonstrated experience, of which two (2) years at a managerial level in business development related programs.

or

  • Bachelor’s degree in management, Business Administration, Marketing, Economics or related fields with seven (7) years of demonstrated experience, of which two (2) years at a managerial level in in business development related programs.

Key Competencies

  • Demonstrated experience in program management and business development,
  • Preferable to have experience in the design and implementation of sales and marketing training programs, community mobilization, micro-enterprise development, and working with government and non-governmental partners.
  • Excellent communication, strong leadership/management skills,
  • Proficient in English and Amharic languages/ / both in oral and written communication
  • Knowledge of regional languages is preferred.
  • Comfortable using Microsoft Office and mobile applications.
  • Willingness to be based in a regional office and travel extensively.
