Job Description

BACKGROUND:

The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.

The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, Sidama, South-West, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

 POSITION SUMMARY:

The Regional Senior Project Officer II – Gender is specifically expected to have strong skills and experience in supervision and implementation of accommodating and transformative gender activities as well as social aspects from the ESMF. She/he is well experienced in agricultural project and has clear understanding of key gender issues, desire to improving the lives of smallholder farmers, and a deep familiarity to Ethiopia’s gender context.

She/he should have extensive knowledge on gender situation at regional, community and household levels and experiences in field implementation of gender activities. She/he should have a strong sensitivity for social mobilization and ensuring confidentiality of individual in such a context with high GBV cases. She/he should play the role of catalyzing gender mainstream within agricultural activities of ATI, as well as leading the implementation of transformative activities with the support of CCI division. She/he should support the overall ATI team, implementing partners and structures (selection committee, GRM) in improving their capacity in managing gender aspects.

 ESSENTIAL DUTIES:

  • Coordinating with and responding to Project E&S Specialist (gender accommodating activities and social activities under ESMF) as well as the CCI division (gender transformative activities);
  • Regularly engaging with the GBV platform to ensure coherency of intervention for GBV activities.
  • Regularly engaging and reporting to regional sectorial partners: (i) Gender referent from the Bureau of Agriculture; (ii) Regional Bureau of Women and Social Affair; (iii) One Stop Center; (iv) Women Association; (v) NGOs.
  • Implementing social aspects from the ESMF, through close contribution to ATI staff and BoA;
  • Implementing gender transformative and accommodating activities at regional level, through close contribution to ATI staff and BoA;
  • Develop gender rapid assessment under the Inter Agency Standard Committee standard.
  • Take part to ATI and partners field activities to ensure the use of a gender lenses to manage accommodating activities
  • Take part punctually to field Beneficiary selection committee as tier-monitoring actors
  • Adapt and quantify gender activities based on local specificities and existing partners (especially for GBV activities);
  • Identification and assessment of Partners of implementation on gender and social aspects.
  • Elaborating training material jointly with the CCI division.
  • Training of ATI staff, BoA staff, partners and local structures on gender considerations (GAP, gender activities, GRM and GBV management, etc.).
  • Ensuring transversal integration of Gender indicators3 within the project M&E system at regional level and its fully functionality.
  • Annual report and monitoring to the Project E&S specialist and CCI Division on GAP activities implementation status.
  • Regular field mission for internal monitoring of activities.
  • Collect & analyse sex and age disaggregated as well as climate data and report timely
  • Accept and undertake other tasks (in relation to the above duties and responsibilities) given by ATI.

REQUIRED QUALIFICATIONS, COMPETENCIES, AND EXPERIENCE:

  • Master’s degree in Sociology, Gender and psychology, Gender studies, Gender and development.
  • At least 8 years of professional experience on gender aspects
  • Experience in social mobilisation of women groups and training of actors on gender aspects
  • Practical experience in mainstreaming gender into projects and programs
  • Hands on experience in compiling, analysing, and reporting gender disaggregated data.
  • Fluency in oral & written communication in Amharic and English.
  • Excellent oral & written communication skills with highly collaborative working style.
  • Excellent analytical, problem-solving, and reporting skills.
  • Strong set of personal values including integrity, honesty, and desire to be of service.
  • Working in emergency and conflict situation would be an asset.
  • Experience in local and/or international NGOs is an advantage.
