Job Description

BACKGROUND

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, Systems and capacities of the workforces. The ATI’s focuses on improving the livelihoods of smallholder farmers, pastoralists, internally displaced people (IDPs), recovering people affected by conflict and other across the country for improved income, inclusiveness, resilience, and sustainability.

The ATI works to transform the agriculture and rural development in Ethiopia by conducting analytical studies in the policy and programmatic areas, piloting innovative agricultural technologies and systems, creating jobs to youth and women along the value chain providing technical implementation support, linking actors along the value-chains and attracting foreign direct investment who can work with cluster farmers, implementing problem based, inclusive and sustainable innovative projects and programs and building capacities of diverse players along the transformation continuum. The Institute joins forces with various stakeholders, like MoA and other affiliate Institutions of the Ministry, policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives.

In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange, learning opportunities and resources mobilization. The Institute plays a crucial role primarily in supporting agricultural policy and strategies development to drive transformation of agriculture and rural development; facilitate knowledge exchange, generating and disseminating information to support evidence-based policy formulation and decision-making and pilot innovative projects to be scaled nationwide.

POSITION SUMMARY:

Under the direct supervision of the Regional Operations Director, the Procurement Officer is responsible for executing and facilitating the procurement of goods, services, and works required for ATI’s program and operational needs in accordance with the policies and procedures of ATI, Government Public Procurement, World Bank and other donor Procurement requirements and guidelines.

DUTIES AND RESPONSIBILITIES:

Support the Regional Operation Director to ensure effective delivery service:

·       Support the end-to-end procurement process with full documentation of supporting documents through ERP as well as e-GP systems

·       Review specifications for goods/Terms of Reference for services before commencing the procurement process.

·       Examine and re-evaluate existing contract agreements and report to the concerned Regional Operation Director when there are any deviations.

·       Assist in the preparation of consolidated procurement requests and detailed procurement plan.

·       Assist the Procurement team in performing risk management regarding supply contracts and agreements.

·       Assist in managing the procurement team, including setting targets and monitoring performance.

·       Provide support to senior procurement officers and assistants in the preparation of bid documents, contract agreements, as well as bid evaluation.

·       Regularly update procurement status on the ERP to make sure Service Level Agreements are met.

·       Review and submit periodic procurement status reports through the procurement online tracker on a timely basis.

·       Assist in the identification of new work areas, including the sourcing of new suppliers and methods.

·       Update the procurement status of the PRs assigned to him/her daily on the procurement status report.

·       Update vendor list periodically to meet the requirements of the Institution.

·       Follow up on the implementation of procurement contracts.

·       Assist in presentation of procurement evaluation report to Procurement Endorsing Committee

·       Perform any other duties assigned to him as deemed necessary by his immediate supervisor.

Required qualifications, competencies, skills, training, and experience:

·       Minimum Bachelor’s or Master’s degree in Management, Purchasing and Supplies Management, Logistics, or a related field.

·       At least 4 years of relevant experience with a Bachelor’s degree, or 2 years with a Master’s degree. Recent experience as a Procurement Officer is an advantage.

·       Knowledge and experience of Government, World Bank, USAID, UN Agencies and other donors’ procurement procedures and practices

·       Experience working in donor financed project(s) is a plus.

·       Good knowledge of supplies management software and ERP is a plus.

·       Experience in collecting and analyzing data.

·       Ability to establish and maintain effective working relationship.

·       Ability to work in a multi-cultural environment.
