ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as Regional M&E Advisor to be based in Ethiopia-Gambella.

The Regional M&E Advisor Provide support to RHB to implement systemic approach in documentation, record keeping, development and submission of quality report and analysis of report and utilization of data for continuous service improvement.

ICAP seeks highly qualified and experienced candidates to fill the Regional M&E Advisor by May 2024.The successful candidate will hold BSC/MSc Degree in Health informatics or M&E from recognized college/university and 5 years related work experience.

Job SUMMERY

Provide support to RHB to implement systemic approach in documentation, record keeping, development and submission of quality report and analysis of report and utilization of data for continuous service improvement.

MAIN DUTIES AND RESPONSIBILITIES:

• Provide technical support to RHB to collect and organize PEPFAR required MER
indicator report either from HMIS data or from non HMIS source
• Work with M&E department to support RHB to develop performance indicators and
simple data use tool for all areas of implementation.
• Mentor M&E staff at the RHB and zonal health department in performance data
analysis and interpretation and use of data for performance review and continuous
quality improvement.
• Assist the RHB to monitor performance regularly and take actions timely
• Support the RHB in conducting regular source document DQA, and follow up
quality improvement plan with site staff involvement in data collection
• Support the RHB to closely follow the regular updating of electronic database at
facilities supported by the regional office.
• Actively participate in documentation of experiences, lessons learned, case studies
and other technical documents
• Prepare the CU ICAP regional offices monthly, quarterly, semi-annual, and annual
work plan and report
• Perform any other related duties assigned by the Regional Director

REQUIRED QUALIFICATION AND WORK EXPERIENCE:

• BSC/MSc Degree in Health informatics or M&E from recognized college/university
• Health background will be an asset
• 5 years related work experience
• Ability to establish and maintain excellent work relationships.
• Strong interpersonal communication skills
• Proficiency in written and spoken English.
• Basic computer knowledge with ability to use the MS office application

The incumbent will have a demonstrated track record working on US Government-supported PEPFAR programs including program planning, monitoring and evaluation. The Regional M&E Advisor will also have experience working effectively as a part of diverse staff teams, and contributing to successful collaborations with donors, host-country ministries of health, and civil society.
