Job Description

ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as Regional HIV Care & Treatment Advisor -Ethiopia. The incumbent will be responsible to support the design and implementation of comprehensive, family centered, and quality HIV treatment, care, support, CCP, TB/HIV and quality improvement services in ICAP supported maintained regions aiming to achieve the 3- 95s.

ICAP seeks highly qualified and experienced candidates to fill the Regional HIV Care & Treatment Advisor Position by November, 2023.The successful candidate will hold a MD (Medical Doctor) Degree and a minimum of 5 years of experience in care and treatment of HIV/AIDS clients.

The incumbent will have a demonstrated track record working on US Government-supported PEPFAR programs including program planning, monitoring and evaluation. The Regional HIV Care & Treatment Advisor will also have experience working effectively as a part of diverse staff teams, and contributing to successful collaborations with donors, host-country ministries of health, and civil society.

Job Summary

Under the guidance of the Regional Director, the Regional Care & Treatment Advisor
will support the design and implementation of comprehensive, family centered, and
quality HIV treatment, care, support, CCP, TB/HIV and quality improvement services in
ICAP supported maintained regions aiming to achieve the 3- 95s.

Major Duties and Responsibilities:

As advisor of the C&T, the incumbent will have the following responsibilities:
 Lead the planning, capacity building, implementation support and monitoring of
comprehensive HIV care, treatment and support services through optimizing
linkage, rapid ART initiation, ART optimization, continuity in treatment and viral
suppression.
 Participate in planning and implementation of enhanced tracing/revitalizing Bring
Back to Care Campaign (BBCC)
 Support RHBs to scale up pilot implementation of small-scale implementation of
NCD care integration at ART clinic
 Support MRs _ RHBs in , implementation, monitoring and expansion of
Differentiated Service Delivery Models including new and endorsed models
 Support MRs _ RHBs in strengthening differentiated care for patients with advanced
HIV disease.
 Support MRs _ RHBs to conduct JSS on regional clinical mentorship implementation
and organizing clinical mentorship review session/workshop.
 Optimize clinical mentorship platform by introducing innovative mentorship
platforms: (e.g. ECHO)
 Support MRs _ RHBs to ensure continuity of clients/PLHIV on treatment in conflict
affected areas.
 Provide focused TA for regional Pediatrics HIV Prevention, Care and Treatment
Acceleration Plan
 Support MR-RHBs to analyze and review Pediatric service data and develop PIP on
gaps identified and provide support and follow up.
 Optimize existing PDC service and support the scale up of PDC in the maintained
regions.
 Support DSD for ALHIV at existing and new OTZ sites at MRs
 Support the RHBs in the implementation of the transition of adolescents to adult
clinic.
 Support RHBs in orientation of HCWs and Peer Champions on OTZ/DSD for ALHIV
 Support MRs_RHB in strengthening regional prevention/elimination of mother-tochild transmission (PMTCT/eMTCT) of HIV infection program.
 Support MR-RHBs in replicating PMTCT cohort monitoring experience
 Support MR-RHBs to improve PMTCT data quality (PMTCT data DQA/DQI)
 Support the RHBs in the implementation of advanced HIV diseases ( AHD) in their
supported facilities
 Support RHBs in strengthening mental health integration (MHI) and SUD screening
into HIV clinics to optimize retention & quality of life and to prevent ongoing HIV
transmission among PLHIV
 Support MRs_ RHBs to ensure TPT be offered to all eligible people living with HIV
focusing on TX_NEW, CLHIV clients by regularly reviewing EMR data by site
 Support MRs_ RHBs for optimizing implementation of LF-LAM and 3HP by tracking
implementation and regular performance data review.
 Support implementation and evaluation of TB care (TPT DSD and TB_DSD model)
to assess its acceptability and to explore its value as a long-term model of TB care.
 Optimize initiation of TPT and TB treatment, patient management, and follow-up for
clients on TB treatment or TPT through DSD model at selected health facilities in the
region
 Support regional quality improvement platform by identifying QI projects and
implementing QI projects.
 Improve symptom-based TB screening yield among PLHIV by implementing small
scale QI project
 Ensure all required SOP/GL/PST/M & E Tools related to HIV care and treatment are
availed to sites and used.
 Identify best practices at community and facility level, share and document.
 Lead and organize weekly PR on progress of comprehensive HIV care, treatment,
and viral suppression with ICAP team and RHB.
 Perform other duties assigned by the supervisor.
 Submit weekly/monthly reports to supervisor on time.
 Actively participate and support the regional Cervical screening, prevention,
treatment, and control TWG
 Support the region of assignment in the implementations of Cervical screening,
prevention, treatment, and control activities.
 Support the introduction of new innovative technologies on CxCa screening and
management HPV DNA testing and thermal ablation treatment at regional level.
 Support establishment of center of excellence sites to act as CxCa screening and
management and LEEP service training sites with adequate number of TOT pool at
regional.
 Support RHB to plan, organize and execute trainings on HPV DNA testing, Thermal
ablation, VIA with cryotherapy and LEEP services and Support expansion of LEEP
sites at regional level
 Support RHBs to avail the necessary GLs, SOPS, PSTs, CEMs and M&E tools to all
sites with Cx Ca , TB/HIV, pediatrics, continuity in treatment , and PMTCT services.

Required qualifications and experience:

 MD (Medical Doctor) with a minimum of 5 years of experience in care and
treatment of HIV/AIDS clients.
 Experience in HIV program technical coordination
 Experience in teaching, mentoring, organizing, and conducting training.
 Experience in development of national documents related to HIV/AIDS
Programs
 Excellent interpersonal and coordination skills
 Proficiency in written and spoken English.
 Computer skills (MS Office and statistical packages)
