Job Description

Under the supervision and guidance of the Regional Cluster Lead and technical support by technical leads for data use, governance and digitization at central office, the Regional HIS Consultant will be responsible to assist the Gambella RHB to implement Information Revolution (IR) and strengthen the health information system of the region.  He/she will be embedded at the RHB and intimately supports the regional efforts.

Detailed Responsibilities and Tasks:

·      Build capacity for the institutionalization of data use and data quality assurance tools, methods, and practices

·      Support RHB in implementing  IR implementation guideline; ensure that health facilities and health administrative structure (Woreda health office, Zonal Health Office and RHB) have conducted IR self-assessment on quarterly bases and tailored interventions are implemented

·      Facilitate implementation of Routine Health Information Systems (RHIS) short courses

·      Provide data quality, data use, digitization (DHIS2, MFR, NHDD, EMR…etc), HIS governance, mentorship related trainings to regional and lower levels as required

·      Support deployment of digitization platforms such as DHIS2, MFR, EMR…etc

·      Support the HIS related supportive supervision, mentorship, data quality assurance activities of the region

·      Collaborate in generating innovative approaches to data use at different levels of the system and to demonstrate the transformative power of designing data use tools collaboratively with the people who use them

·      Facilitate use of collaborative approaches in designing data use tools, facilitate practicing and coaching in the Use of Data

·      Contribute to building local innovation capacity at multiple levels of the health system

·      Participate in the routine data quality review and feedback provision to lower levels based on standardized approaches

·      Participate and facilitate data use, analyzing of data, visualization of data and using data at all level.

·      Supports and strengthens the functionality of regional HIS governance structures

·      Submits monthly and other reports as required to DUP central office

·      Participate and support strategic and annual planning forums at regional and woreda level.

·      Engage with local universities and health science colleges in developing relevant training curricula on ICT, data quality and data use

·      Attends HIS related forums in the region and represents DUP accordingly

·      Promote documentation and dissemination of data quality and use best practices

·      Provide other related supports as demanded by the RHB and/or DUP

KEY WORKING RELATIONSHIPS: 

a)      Internal: DUP Regional Cluster Lead, central office technical specialists, project director, DUP Admin, Operations, Human Resource and Finance staff

b)      External: RHB PMED head, HMIS &M&E Coordinator, M&E and HMIS Officer, regional focal person of PPMED/MOH for the region, Jimma University CBMP coordinator, focal person of DHA for the region

Job Requirements

Education

·      A Master’s in Public Health, Health Informatics, or related field

Language Proficiency

·      Excellent verbal and communication skills in English, Amharic and local language of the area of work

Experience

·      Minimum 5 years of progressive experience in health management information systems, Monitoring and Evaluation, data visualization, analytics experience

Personal specifications:

·      Ability to work under pressure, long work hours, and high workload.

·      Ability to independently organize work and prioritize tasks.

·      Ability to socialize and work to have close relationship with other coworkers

·      Self-motivated, honest, highly responsible, and punctual.

·      Ability to work both independently and as part of a team.

·      Microsoft Office packages (Word, Excel, PowerPoint) and DHIS 2, SPSS, EPI Info (advantageous)

Duration of employment:

·       Until 31 December 2022
