Job Description

Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia’s Health Sector.
Summary of the Scope of Work:
Being embedded in the Regional Health Bureau (RHB), the position holder will play a key role in providing thought leadership and technical support to the RHBs in their implementation of digitization and data use efforts. To succeed in this role, the position holder must have a vibrant understanding of Health Information Systems (HIS) in their broader scope, be able to design and implement digital health interventions, and mentor departments. The position holder will be responsible for PMTs support, the institutionalization of data quality assurance mechanisms, building capacity of planners and program staff on HIS and digital health, and ensuring the functionality of DHIS-2, eCHIS, MFR, and other relevant digital tools. The position holder will work under the direct supervision of the Regional Cluster Lead.
Additionally, the position holder will keep supporting the RHB to effectively plan the upgrade and rollout of eHealth systems such as DHIS-2 and eCHIS, provide capacity building training on digital health project management, guide the establishment of regional help desks, maintain liaison with national and RHB digital health units, and assist the team to better coordinate and collaborate with the RHB.
The position holder will also guide the mechanism for maintenance and sustainability of the HealthNet and other health IT infrastructures. To excel in this role, the position holder must be able to collaborate effectively with various stakeholders, including government officials, health workers, and technical experts. The position holder must also keep abreast of the latest trends and best practices in digital health to be able to provide informed technical guidance to RHBs.
Detailed Responsibilities
  •  Familiarize the eHealth Architecture, the digital health blueprint and other digital health and HIS policies, guidelines and protocols with the RHB and other relevant stakeholders.
  •  Participate in the eHealth system requirement elicitation and user story and scenario documentations, and closely work with key stakeholders at various levels of the health system hierarchy.
  • Provide tailored technical support to Regional Health Bureaus (RHBs) to implement digitization and data use efforts.
  • identify regional level HIS/digital health gaps and support potential opportunities for improvement.
  • Use thought leadership approach to design and implement digital health interventions and mentoring different departments.
  • Closely support the region’s PMTs and the institutionalization of the use of priority digital health tools, data quality assurance and data use mechanisms.
  • Serve as a technical arm in the RHB’s efforts to coordinate with multiple players in the HIS and digital health space.
  • Support planners, digital health experts and program staff to effectively plan and implement the routine upgrade and rollout of digital health systems such as DHIS-2, eCHIS and MFR.
  • Provide capacity building training on digital health project management.
  • Guide and support the establishment of regional help desks for sustainable implementation of priority digital health systems.
  • Maintain liaison with relevant national and regional health bureau teams – including the DUP team.
  • Guide the mechanism for scale up, maintenance and sustainability of the HealthNet and other health digital health infrastructure.
  • Represent DUP in regional digital health forums.
  • Intentionally plan and implement incremental skill transfer, TA transition and task shifting within the RHB.
  • Perform other duties as assigned by the supervisor.

Job Requirements

Education:
  • Bachelor degree in Computer Engineering, Computer Science, Health Informatics, Information Systems or related fields.
Experience:
  • Minimum 5 years of work experience in health information technology development, implementation, designing, testing and implementing eHealth systems and strategies, digital health project management, providing end-user training, understanding of the software development processes, and user requirement.
  • Concrete experience in digital health project management and governance.
  • Ability to troubleshoot technology issues, both during pre and post implementation; both onsite and virtually.
  • Experience in delivering expert-level and end-user software and hardware training.
  • Completion of DHIS-2 customization trainings is a plus.
  • Strong interpersonal and teamwork skills.
  • Ability to communicate with and engage people at different capacities and organizations of the healthcare system.
  • Ability to maintain confidentiality of company information. Language Proficiency
  • Excellent verbal and communication skills in both English and Amharic and the regional language skill is a plus.
