1) General objective
The objective of the assignment is to support Expertise France in the preparation of the Description of Action (DoA) of the Women Economic Empowerment programme. The expert will be responsible for developing the thematic and technical aspects of the proposal related to intervention logic and the proposed activities, in coordination with EF’s team.

III. Methodology
The situational analysis will rely on a preliminary desk research using documents available online or in Ethiopia (including documents shared by Expertise France) and conduction of interviews with experts (including gender experts), allowing an informed evaluation of the situation. The contribution the the design of the project and the drafting of the DoA will rely on meetings (in person or online) with key stakeholders in Ethiopia.
The expert should include a maximum of 7 days of field mission in its proposal to meet with relevant stakeholders of the project, especially for the design phase and drafting of DoA phase. In the context of the projects implemented by Expertise France in Ethiopia, the total / maximum per diem amount is set at 14 800 ETB per day, applicable to all missions throughout Ethiopia. The fixed amount for one-day mission if the lunch and transport are not provided otherwise by EF is of 4 440 ETB.

A launch meeting shall be held 2 days after the contract award has been notified.
Close collaboration must take place with Expertise France’s Ethiopian office members and Amani Choubani from the GEO Department at Expertise France, from assignment preparation right up to completion. Furthermore, regular exchanges must take place with consortium members.

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).
Expertise France is developing a European-Union funded programme aiming at strengthening a women-owned business ecosystem and women economic empowerment in key value chains in Ethiopia (Amhara, Oromia, South Ethiopia). The programme aims to:
SO3 – Market Integration – Enable participation in local and national value chains: strengthen supply chain management (SCM) of women-and-youth-led enterprises, enabling their genuine participation in key value chains, including but not exhaustive horticulture, coffee, leather and handicraft, and ensuring their competition effectively in the local and national market.
The targets groups of the programme are the following: highly vulnerable women (IDPs, returnees, female-headed households, ex-combatants, host communities), emerging Entrepreneurs (Women in self-help groups, informal businesses, early-stage enterprises) and growth-oriented SMEs (Established women-led businesses with scaling potential).
The programme will be implemented by several EU Member States development agencies including Expertise France. It is now being developed by a Project Officer from the Inclusive and Sustainable Economy (EDI) Departement based at the headquarters of Expertise France in Paris, with the support of the EF country team in Addis.

2) Profile of the designated expert(s) responsible for contract execution
Qualifications and skills:
– Holder of a postgraduate university degree in political science, social science, human science;
– Excellent qualities/capacities in:
– High proficiency in written and spoken English.
General professional experience
– Professional experience of at least 5 years in the field of Women Economic Empowerment in Ethiopia.
– Solid understanding of the issues relating to gender based issues and social entrepreneurship.
Specific professional experience
– – Proven experience in designing and drafting project documents for international donors, particularly the EU.
– – Ability to work remotely and organize online consultations with relevant stakeholders.
– – Availability to travel to project regions, if necessary.
– – Ability to work collaboratively in a multicultural and multi-partner environment.
The mission should be conducted in Ethiopia and online. No fees related to the travel or accommodation to or from Ethiopia (besides field missions) will be provided.
Each application must include the following:
– Technical proposal (5 pages maximum), including:
o the understanding of the context and the assignment,
o the key challenges of the mission,
o detailing the methodology,
o allocation of workdays and timeline,
– Financial proposal, covering all expenses and detailing the allocation of expenses,
– Detailed CV outlining the expert’s experience in line with the terms of reference,
– 2 references of previous assignments in similar topics and/or in Ethiopia.
