Public Sector Strengthening (PSS) Channel Lead

JOB SUMMARY

Working with and reporting to the Program Director, the Public sector Strengthening Channel Lead will direct all operational, programmatic and strategic activities to ensure effective implementation, continuous improvement and strengthening of MSIE PSS delivery channel. The role holder will have primary responsibilities of supervising the Public Sector Strengthening activities to ensure services provisions across PSS providers are aligned with MSIE’s standards. It includes clinical quality assurance and performance management for the PSS channel. S/He will train and support Public Sector Specialists and Providers under MSIE so that women have easy access to options of high-quality family planning and other SRH services. Supporting PSS Specialists in the Area Program Offices, S/he will provide guidance to improve the management of community mobilization, assuring client safety and satisfaction, performance data reporting, ensure increased performance of the channel, incidence reporting as well as stakeholder engagement within his/her operational areas.

Duties/Core Responsibilities

  • Provide Monthly and quarterly analysis of performance using internal data systems, to feed into programme review processes and drive the channel’s wide performance
  • Provide operational direction to public sector specialists, briefing senior leadership in the organisation on the development and performance of the channel
  • Ensure effective and impactful training and continuous supportive supervision of Public Sector addressing MSI Quality Assurance thematic areas
  • Ensure effective and impactful training and supportive supervision of PSS addressing MSIE Demand Generation strategy for PSS channel
  • Ensure effective strategies are put in place to ensure the PSS Channel meet their expected performance
  • Ensure competency of the supervisors and providers in areas of counselling, infection prevention medical emergency preparedness and services provision are maintained at high level, documented and properly conveyed in monthly reports
  • Ensure adequate supply of commodities as well as relevant procedural equipment including overall support and management of the PSS delivery of service
  • Ensure quality verifiable data, and timely reporting
  • Ensure management procedures, guidelines protocols, Job aids are strictly followed
  • Ensure service delivery points are fully compliant with MSI Clinical Governance frameworks
  • Facilitates timely identification and reporting of clinical incidents, ensures action plans are in place and lessons from resolved incidents are shared within the channels.
  • Contribute, and encourage PSS specialists to implement the channel success models, through on site and remote support

Training and Continuous Supportive Supervision

  • Ensure all Public Sector Specialists competency assessed to be supervisors, trainers and mentors of public sector providers and Providers are on competency level one all year round
  • Conducts supportive supervision, coaching and mentoring of all PSS supervisors and trained Public Providers under PSS based on needs
  • Keeps the Continuous Supportive Supervision checklists and records, follows up on action plans and ensures updates are tracked and reported.
  • Must collate and maintain up to date training and competency data base for all team members supervised while using same to develop the Training Needs Assessment in collaboration with MSIE clinical quality department
  • Support the preparation and submission of monthly and quarterly performance reports on training and quality assessment activities
  • In collaboration with the Clinical Quality Manager review meetings aimed at performance improvement, based on outcome of supportive supervision, mentoring and quality assessments findings using best practise
  • Documents best practices and/or lessons learned from PSS channel operations
  • Supports in logistical planning and delivery of clinical trainings with the most effective and efficient manners, ensuring maximum knowledge gain.

Clinical Governance and Supply Management Support to PSS

  • Ensure the availability of clinical governance guidelines, manuals and job aids used by PSS are in adequate quantity
  • Facilitate, follow up and support providers’ referral and reporting of clinical incidents related to FP and PAC services.
  • Ensure all infection prevention materials are in place and in use
  • Ensure zero stock of commodities with all PSS including consumables
  • Facilitates availability of clinical supplies and MEM drugs at facilities and ensures expired stocks are not present at these facilities.

Advocacy, and Community Mobilization Support to PSS

  • In collaboration with the Program Director, act as the focal person for PSS channel in MSIE including representing the channel at some level meeting/platforms where necessary as concerns the PSS operations
  • Support the development and maintenance of excellent relationships by the PSS with the community structure, other health partners, within the public facilities including other public institutions in the catchment areas with a view to strengthening MSIE impact and increased service delivery
  • Ensure strong links between communication about available services at the facilities and community mobilization activities and overall referral systems
  • Work with the Area Program Managers and project leads to identify viable demand generation options suitable for the public health sector ensuring ongoing service delivery

Data Reporting and Management

  • Ensure all service data from PSS are collected, collated and reported into MSIE data base on time.
  • Ensure all service data entered in MSIE database and in government FP registers at facilities or any other available reporting platform are correct, complete, consistent, within reporting dates and up to date
  • Validate the data reported by the PSS and sign off before sending extracts to the MEAL team
  • With support from the MEAL Manager, ensure data audit is carried out for completeness and traceable at the facility and client level on a quarterly basis.
  • Working with MEAL team, ensure Public Sector Specialists are trained on data reporting tools and systems and ensure compliance
  • Ensure data reporting tools are available and in use by all Public Sector Providers all year round
  • Conduct monthly PSS performance management including reporting rate analysis for each PSS Specialists based in Area Program Offices.

Qualification Requirements

Education:

  • MSc/MPH in Nursing or Public Health.

Trainings:

  • Certificates in SRH/FP, CAC/PAC, nutrition,

Experience:

  • Eight years of related experience for MSc in the sector

Skills, Attitudes and Attributes

  • Understanding of the FMOH guidelines, policies and strategies in clinical governance, AY and RH/SRH, supply chain and MIS thematic areas
  • Understanding major policies/issues of large bilateral/multilateral donors, government policies, regional policies.
  • Strong working knowledge of the health sector in the country.
  • Collaborative approach to teamwork.
  • Strong personal commitment to the goals of MSI and to put it into practice.
  • Good interpersonal/communication skills – both oral and written.
  • Advanced analytical and organizational skills.
