Introduction
Rift Valley Children and Women Development Organization (RCWDO) is an Ethiopian civil society organization that has been operational in difference communities since 1993 envisioning a “poverty free resilient society leading dignified quality of life, progressively assuring equality, freedom and sustainable development in healthy environment”. As part of its mission, RCWDO works for “robust and thriving communities particularly the hard to reach and vulnerable segment of the society such as children, women, elderly and the other disadvantaged people to enjoy sustainable livelihoods” with enhanced resilience capabilities to shocks and stress through their proactive engagement and ownership. In all its operations, it specifically focuses on improving the wellbeing of children who are determinants of nations’ future destiny among others. The organization has four-fold developmental objectives that focus on the interlocking problems of the society such as poverty, illness, ignorance, and inequalities.
RCWDO is operating in Oromia region implementing integrated rural development programs including humanitarian response intervention in drought affected and internally displaced community. It is currently implementing a project on Accessing girls and boys in a conflict affected communities to safe and protective education services through play-Matters mechanism as part of IRC Play matters – Emergency Response Mechanism (ERM) with specific focus to responding Education in Emergency (EiE) in three woredas in West Guji zone in Oromia region in partnership with International Rescue Committee through funding of LEGO foundation targeting primary schools affected by drought and internal displacement due to conflict.
The project has main purpose to ensure children affected by increasing conflict and disaster across Ethiopia have their basic health, safety, and educational wellbeing needs met as necessary to survive and be meaningfully engaged and impacted by the larger Play-Matters programming outcomes. To effectively implement the project through active mobilization of the community and local government stakeholder, RCWDO has the plan to recruit relevant staffs for various positions
Position Overview
Reporting to the Emergency Response Project Coordinator, the public health officer (PHO) will be responsible for overseeing the planning, executing, monitoring, and controlling of WASH, health and nutrition activities to be implemented in three Woredas in West Guji Zone stationing at Bule Hore Woreda and ensure that the project is completed in a timely fashion, within budget and in line with commitment in the donor contract.
Specific responsibilities include, but are not limited to:
  • Prepare Plan, coordinate and manage the WASH, health and nutrition activities and ensure accurate implementation of the same.
  • Identify public health risks that affects women, men, girls and boys under emergency situation and know, do and think about water, sanitation and hygiene and involve the stakeholders in planning for the solutions
  •  Establish / strengthen and supervise school WASH clubs and including PTAs on basics of participatory hygiene promotion/education, methods/approaches, and communication and facilitation skills
  •  Build awareness within affected communities of health issues around WASH, by providing appropriate information on prevention measures to reduce WASH risks and disseminate the information by using creative and effective communication methods
  • Plan and celebrate world event days (hand washing day, MHM day, water day, toilet day ) and raise awareness of the school community through celebration of event days
  • Organize and facilitate capacity building and WASH oriented trainings for selected target groups, project staff and partners.
  •  Promote child friendly sanitation and hygiene practices in targeted schools
  •  Closely work with protection team and target schools to select latrines to be maintained, establishment of water points and other WASH facilities for vulnerable groups, and ensure needs of most vulnerable are taken in to account at all stages of hygiene promotion intervention/s and facilities constructed are of good quality, culturally acceptable and are maintained at that standard for the duration of the project
  • Ensure that cross cutting issues such as gender, disability, protection, and HIV are appropriately addressed
  •  Carry out regular monitoring, data collection and analyses of WASH activities to guide hygiene and sanitation activities and produce weekly updates and monthly progress reports and other reports, Document and share lessons learned and success stories in relation to hygiene to advise future programming
  •  In collaboration with Woreda Health offices, coordinate child immunization and deworming campaigns, mass screening and other health related activities o Initiate procurement to ensure adequate supplies for hygiene and sanitation promotion activities.

Job Requirements

Qualification/Education 

  • Msc/Bsc/ Degree in Public health, public Health Education and related disciplines, with a minimum of 5 years for BA or M.Sc with minimum of 2 years proven experience

Experience and Essential knowledge 

  • Proven experience on WASH, nutrition, and Participatory community development/ community empowerment and multi sectorial grassroots community development activities directly related public health promotion
  •  Strong programming and implementation skills,
  •  Proven community facilitation, organization, and mobilization skills,
  •  Willingness and commitment to frequently travel to and work in remote areas,
  •  Ability and experience in linkage with stakeholders, service providers and private companies and influencing them towards the objectives of the project
  •  Strong ability to communicate concisely and with impact in English.
  •  Excellent command of local (Afaan Oromo) languages and good communication skills, including both written and verbal.
  •  Willingness and commitment to deployment in remote areas
