2.     Job Summary

The Public Health and GBV Officer is responsible for efficiently planning and organizing her/his monthly activities, ensuring timely execution, and promoting a positive work environment. She/he is responsible for strengthening healthcare systems, ensuring adherence to national public health and GBV protocols, and providing technical guidance on prevention, risk mitigation, and survivor-centered response services. The officer also collaborates with local communities, government stakeholders, and partners to enhance service delivery, facilitate capacity-building activities, and advocate for policy improvements. Additionally, the position includes overseeing data collection, reporting, and integrating public health and GBV programs into monitoring and evaluation frameworks to track progress and improve program outcomes.

3.    Duties and Responsibilities

Planning

 Personal Planning

·         Develop yearly, quarterly and monthly activity plans and upload them on time.

·         Prepare monthly activity report in the last week of every month before salary is effected.

Planning of Activities

·         Plan for the development of yearly, quarterly, and monthly work plans for public health and GBV activities.

·         Plan for conducting assessments to identify public health risks and GBV-related challenges in target communities.

·         Design and implement evidence-based strategies to improve health outcomes and prevent GBV.

·         Plan and develop health and GBV protocols, ensuring alignment with national and international guidelines.

·         Plan for creating advocacy plans to engage stakeholders in addressing public health and GBV issues.

Implementation

Public Health and GBV

·         Lead the execution of public health programs, including immunization, maternal health, and disease prevention.

·         Implement GBV prevention and response initiatives, ensuring survivor-centered approaches.

·         Strengthen referral pathways for healthcare and GBV survivors, ensuring access to medical, psychosocial, and legal support.

·         Collaborate with government health offices, NGOs, and local organizations to enhance public health and GBV services.

·         Promote health education and awareness campaigns targeting vulnerable populations.

Case Management and Response

·         Provide direct psychosocial support and case management services for GBV survivors.

·         Facilitate age-appropriate counseling sessions for vulnerable groups, including adolescent girls and children.

·         Ensure proper documentation and confidentiality of reported cases using standardized reporting tools.

·         Coordinate with relevant stakeholders to strengthen multi-sectoral GBV response services.

·         Organize community-based support groups and empowerment activities.

Monitoring, Reporting, and Data Management

·         Develop monthly work plans and contribute to PAPDA’s protection programs.

·         Ensure timely and accurate reporting of project activities.

·         Oversee the collection, analysis, and reporting of public health and GBV-related data.

·         Develop and implement monitoring and evaluation frameworks to track project progress.

·         Ensure timely and accurate reporting of program activities to stakeholders and donors.

·         Disseminate key project achievements and lessons learned through presentations and media channels.

Facilitation and Coordination

·         Conduct and facilitate focus group discussions among various demographic groups on protection related topics.

·         Participate in coordination meetings on protection, offering technical support, and collaborate with partners to establish Kebele-level referral pathways.

·         Collaborate with partners to strengthen referral pathways and identify gaps in protection services.

Advocacy and Policy Development

·         Advocate for laws and policies that enhance protection services and promote human rights.

·         Engage with local and national authorities to strengthen protection frameworks and enforcement.

Data Collection and Reporting

·         Collect, analyze, and report data on protection incidents and trends.

·         Prepare regular progress reports for stakeholders and donors.

Capacity Building

·         Conduct training for staff and community members on protection principles and best practices.

·         Actively engage in self-capacity-building initiatives.

·         Pursue pre-requisite certifications mandated by the organization to support ongoing professional development and organizational transformation.

Other Responsibilities

·         Represent PAPDA in various thematic coordination clusters including protection.

·         Develop a minimum of one need-based concept Note/proposal every two months.

·         Any other business assigned by the program coordinator.

Qualifications

·         A degree in public health, clinical health Social Work or Gender Studies.

●        Experience: Practical experience in child protection, gender-based violence intervention programming, and mainstreaming for more than 5 yrs.

●        Requirements: A strong knowledge of Gender and GBV issues and child rights and protection are essential for providing appropriate support and interventions.
