Job Description

1. About Amref Health Africa:

1.1 Background

Digital learning is becoming an essential component of modern education and capacity building. To address diverse learning needs, our organization seeks to develop and deploy an interactive e-learning course. This course will be designed to ensure accessibility, scalability, and relevance for target audiences across different contexts. The initiative aligns with our strategic priorities to strengthen capacity building and knowledge dissemination. The consultant should refer the already available Immunization in practice and HCD manual that have at national level .

2. Objectives

General Objective:

To design, develop, and deploy a high-quality e-learning course.

Specific Objectives:

  • Perform instructional content analysis to develop session and content structure
  • Develop detailed e-learning course storyboard
  • Create interactive digital content (text, video, visuals, assessments)
  • Develop e-learning course complying e-learning packaging standard such as SCORM
  • Ensure interactivity (at least level 3) and engagement in the e-learning
  • Ensure accessibility and mobile compatibility
  • Deploy course on an LMS platform
  • Pilot e-learning course and refine based on SME feedback

3. Scope of Work

The consultant/firm will be responsible for the following activities:

  • Conduct planning and analysis workshops
  • Develop course outline and instructional design
  • Create multimedia learning materials and assessments
  • Test, review, and refine content
  • Provide user support guidelines and maintenance plan
  • Develop Leap learning content

4. Methodology

The consultant/firm is expected to apply instructional design principles and adult learning theories. The process should be participatory, involving subject matter experts and organizational staff in workshops and review sessions. Prototypes and pilots will be tested with sample learners before final deployment.

The selected consultant will be tasked and expected to the following activities.

E-Learning course development and deployment major activities

  1. Web base delivery

  • Choose course format (self-paced, instructor-led, hybrid)
  • Develop a course outline or syllabus including session content break down

3. Design – Consultancy

  • Apply learning theories
  • Build storyboards or prototypes
  • Design assessment strategy
  • Choose appropriate media and interactivity
  • Determine accessibility

4. Content Development (subject matter experts and instructional designer)

  • Develop a detailed story board (scripts and content)
  • Structure modules, lessons, and units
    • Design slides and visuals
  • Embed multimedia (videos, animations, images)
    • Create assessments (quizzes, exams, assignments, discussions)
  • Configure assessments and feedback mechanisms
    • Adapt/develop video or screencasts
    • Avail supplementary materials (readings, case studies, datasets)
  • Set up discussion forums or communication tools
  • Upload content to LMS/platform (PC/Smart phone- Android version)

5. Testing and Review – Workshop

  • Conduct internal review
  • Pilot the course with a small audience
  • Test across devices and browsers
  • Collect feedback and refine the content including Fix bugs, broken links, and formatting issues

6. Full course deployment

  • Publish course to LMS/platform
  • Set up enrolment (open, invitation-only,)
  • Monitor initial launch performance

7. Evaluation and Maintenance

  • Track learner progress and analytics
  • Gather learner feedback via surveys
  • Update content as needed
  • Moderate discussions and provide support
  • Fix technical issues and respond to queries

Leap (IVR/SMS) based learning

  • Perform content analysis for IVR/SMS based learning to identify essential knowledge
  • Develop a syllabus that shows detailed structure of the leap course
  • Develop content for the Leap course
  • Develop SMS question and reinforcement
  • Record audio for IVR based delivery (both mp3 and wav file)

5. Deliverables

The consultant shall submit the different product produced in the process of e-learning course. These includes:

  • Course syllabus
  • Instructional content analysis report
  • Story board document
  • E-course project file (editable version)
  • SCORM file of the e-learning course
  • e-learning course pilot test report
  • The final E-course project file (editable version)
  • The final SCORM file of the e-learning course
  • Assessment tools for e-learning course
  • Leap content
    • Leap learning content
    • Leap audio file
    • Leap SMS content

6. Duration and Timeline

The consultancy is expected to take approximately 45 days. A detailed timeline will be finalized during the inception phase, including milestones for content development, testing, and deployment.

7. Reporting and Supervision

The consultant/firm will report to M&E and digital learning team and regular progress updates will be required, with draft materials reviewed and approved at key stages.

8. Submission of Proposal

Interested applicants should submit a technical and financial proposal including:

  • Company/consultant profile

  • Detailed financial proposal

9. Eligibility Requirements and Technical Specifications

Any interested bidder shall provide, in its submission in response to this TOR, sufficient documentary evidence of adherence to eligibility and minimum qualification criteria detailed below. Amref Health Africa will assess the documents submitted by the applicants in response to this TOR.

A: Submission of Proposal

What to submit:

  1. Company details: Brief description of the company including copy of registration documents – headquarters address, legal status, licenses and all relevant information that allows to have a better understanding about the company.
  2. All certificates/licenses and documents mentioned under the Eligibility and Minimum Qualification Criteria section of this TOR document, including copy of the applicant´s registration, proof of being up to date with payment of tax obligations, etc.
  3. References: Provision of copies of reference documents, track record of professional performance confirming that similar services have been satisfactorily provided in compliance with compulsory requirements (norms and standards), including the amount of contracts. Clients’ names and email contacts shall be indicated in this documentation
  4. Detail Technical Proposal: In addition to detailed technical matters, the technical proposal shall provide a description of the consultant including an outline of the consultant’s recent experience in similar undertakings and a detailed plan for accomplishing the tasks described in the specific task section. We will consider financial proposal for technically qualified (≥75% out of 100%) firm.
  5. Annexes: Any documents such as curriculum vitae, publications, work experiences, renewed license and other information, which the applicants feel, will assist the proposal review team in evaluating the proposal may be attached as annexes.
  6. Logistics: Amref Health Africa in Ethiopia will no provide computers, copying, printing, telephone and vehicle services, but provide office space for continuously discussions, facilities for the presentation of results to be made.

Payment:

The payment for the consultancy work shall be made in two phases according to the following schedule.

  • The first payment of 30% of the total agreed contractual amount will be made after the signing of the contract agreement and final tool submission with field work plan.
  • The Final payment of 70% of the total agreed contractual amount shall be made effective to the consultant upon the approval and acceptance of the final delivery report.

Amref Health Africa, Ethiopia Office invites bids from eligible bidders for the provision of Consultancy Service on to conduct E-Learning Course Development and Deployment.

All firms organized and licensed under the laws of Ethiopia that qualify to bid are invited to participate in this bid and have to fulfill the following requirements

  • Bidders should have a valid and renewed trade license for the year;
  • Bidders should be VAT registered
  • Bidders should have TIN certificate
  • Bidders must submit their technical , financial offer and CV in soft copy only marked as technical , financial document and CV at: Tender.Ethiopia@amref.org on or before September 8th, 2025- before close of business @5:00pm.

The financial bid will only be opened for those bidders who will have qualified in the technical evaluation.

The aforementioned Office reserves the right to accept or reject any or all bids and is not bound to give reasons for its decision.
