Job Description: Field Officer – Inclusive Education Programme

Location: Southwest Ethiopia Peoples’ Regional State (SWEPRS) – specifically in Bero, Menit Shasha.

Reports to: Project Coordinator /

Contract Duration: September, 2025 – June 2027

Job Purpose

the *Modelling Accountability and Effective Instruction Programme (MAEIP)* to improve foundational learning outcomes for children with disabilities across South Ethiopia Regional State (SERS) and Southwest Ethiopia Peoples’ Regional State (SWEPRS) to be implemented from July 2025 to July 2027. This initiative targets underserved communities in Segen Zuria, Bena Tsemay, Dasenech/Kuraz, Bero, and Menit Shasha Woredas. The Field Officer will be responsible for the day-to-day implementation, coordination, and monitoring of inclusive education activities at the community and school levels. The role focuses on supporting children with disabilities to access quality, inclusive education and ensuring effective community engagement, safeguarding, and accountability mechanisms.

Key Responsibilities

1. Programme Implementation & Coordination

  • Support the identification and enrollment of children with disabilities using standardized tools (e.g., Washington Group Questions).
  • Facilitate access to early intervention services, assistive devices, and inclusive learning materials.
  • Coordinate with Community-Based Rehabilitation (CBR) workers, teachers, and volunteers to deliver inclusive education services.
  • Monitor the delivery of tutorial classes, inclusive teaching practices, and the use of adapted learning materials.

2. Community Engagement & Awareness

  • Conduct community sensitization sessions on disability inclusion, child protection, and positive parenting.
  • Work with community leaders, caregivers, and local organizations to promote inclusive education and reduce stigma.
  • Support the establishment and strengthening of community structures like Children’s Parliaments and Community Care Coalitions.

3. Capacity Building

  • Organize and facilitate training sessions for teachers, CBR workers, and community volunteers on inclusive education, safeguarding, and disability rights.
  • Provide ongoing support and mentorship to local stakeholders to ensure sustainability of inclusive practices.

4. Monitoring, Evaluation & Reporting

  • Collect and compile data on project indicators including school enrollment, assistive device distribution, and community participation.
  • coordinate/conduct regular field visits and home-to-home assessments to monitor progress and identify challenges.
  • Prepare and submit timely reports (weekly, monthly, quarterly) and contribute to joint monitoring and review meetings.

5. Safeguarding & Protection

  • Ensure safeguarding principles are integrated into all activities and that children, especially girls with disabilities, are protected from harm.
  • Report any safeguarding concerns in line with organizational policies and procedures.

About You

Qualifications and Experience

  • Bachelor’s degree in Education, Social Work, Special Needs Education, or related field.
  • Minimum of 4 years of experience in community-based or education-focused development projects.
  • Experience working with children with disabilities and knowledge of inclusive education practices.
  • Familiarity with safeguarding, child protection, and gender equity principles.

Skills and Competencies

  • Strong interpersonal and communication skills.
  • Ability to work independently and in remote, rural settings.
  • Good partnership management skill and work with matrix relationship.
  • Fluency in local languages spoken in the project areas is an asset.
  • Proficiency in data collection and reporting tools.
  • Commitment to equity, inclusion, and the rights of persons with disabilities.
