Context
The Africa Health Collaborative (AHC) is a pioneering initiative aimed at strengthening primary healthcare across Africa and empowering the continent’s health sector through transformative education and innovation. It involves eight African Universities/Institutions (Amref International University (AMIU)-Kenya, Moi University Kenya, The African Institute for Mathematical Sciences (AIMS), Addis Ababa University (AAU), The African Leadership University (ALU) -Rwanda, Kwame Nkrumah University of Science and Technology (KNUST)- Ghana, University of Cape Town (UCT), and Asheis-Ghana), and University of Toronto (UofT), each in partnership with Mastercard Foundation. AAU has launched the Africa Health Collaborative Project at the College of Health Sciences (CHS). It is a 6-year project focusing on three pillars of work to achieve the AHC’s objectives:

II. Position/title: Project Monitoring and Evaluation Expert Description and requirements
Employment status: Full-time Contract
Duration of Employment: 6- years; annually renewable contract depending of employee’s performance

Travel out of Addis Ababa: To National Partner Universities (Debre Berhan, Wollo, Wolkite Universities)

Job Role:
The Project Monitoring and Evaluation (M&E) Expert will thoroughly review the project log frame and establish (an appropriate framework, key performance indicators, mechanism to track those indicators, track the progress based on the MEL plan and incorporate the findings and learnings to project implementation logic through a continuous learning approach);
support and contribute to the preparation and implementation of strategic planning of the project; advise the Project Co-PI/Manager on the progress of the project performance and recommend timely interventions; coordinate the preparation of timely work plans and collects report from each staff of the project including from local implementing partner universities on their respective activities; develop short- and long-term forward programs to guide the work of the project; develop data collection tools for project monitoring and evaluation; develop and manage the project database; monitor and evaluate implementation of planned activities; conduct training for those involved in data collection; establish benchmarks against which progress and achievements of objectives would be measured; promote and apply participatory styles of monitoring and evaluation system by developing and maintaining good relationships with stakeholders; prepare quarterly and annual work plans and progress reports; and perform other duties and activities as assigned.
Objectives of the Assignment: The overall objectives of the Project M&E are providing a clear direction for the successful implementation of the Collaborative programs; measuring progresses towards achieving program goals; defining what success are achieved and identifying areas for improvement and making adjustments to program activities; ensuring accountability and transparency by establishing clear benchmarks for program performance; providing evidence-based data to inform decision-making and program planning.
Target Groups: University undergraduate and postgraduate students receiving scholarship, trainings and other receiving supports from the Collaborative programs, local partner universities, and other stakeholders involved in the Collaborative program activities.
Scope of work: This position is a full-time contract employment. The scope includes but not limited to:
Planning: Participate and coordinate the preparation of strategic planning, development of frameworks and tools of the Collaborative programs.
Training: Support capacity building and facilitate the Collaborative training programs, and provide trainings on M&E processes, data collection and reporting.
Database: Create a database and record and document the Collaborative data/information, and manage the Collaborative database, and also ensure data quality assurance.
Networking: In collaboration with the Communication and Dissemination Officer, support the development of an efficient networking and linkage with Collaborative partners.
Monitoring and Evaluation: Develop and implement monitoring and evaluation strategies including- system development (monitoring, evaluation, learning and adaptation (MELA) frameworks), and tools that will ensure accurate and timely information and feedbacks to Pillar Leads, implementing partners and stakeholders.
Reporting: Prepare quarterly and annual progress reports by providing elaborated details progresses against the Collaborative program plans; achievements against targets; and highlighting actions taken against encountered problems and obstacles.

Education Requirements: A Master’s Degree in public health (PH), Health Sciences, Health Officer, Behavioral Sciences, Sociology, Business Administration, Social Work, Economics and/or related fields, or a Medical Doctor
Minimum Experience Requirement: Eight (8) years of experience as M&E officer/expert.
