Reporting to:

Primary/Line reporting: Programme Manager; Overall project leadership, administration, performance management, HR matters, planning, implementation, budget, and coordination.

Matrix / Functional Reporting: MEAL Manager; MEAL-related responsibilities only (data collection, data quality assurance, reporting, learning, monitoring and evaluation requirements).

Main Purpose

The overall job purpose of the Project Manager is to provide overall project cycle management and leadership and ensure that the Project in Somali region achieves its objectives by delivering the intended outputs of community development services through models of Self Help Groups (SHG), Cluster Level Associations (CLAs), and Social Accountability. Besides, the Project Manager will lead project activities at the Togochalle Migrant Response Center (MRC) and coordinate community level activities in all target areas.

Duties & Responsibilities

I. Project Management (35% time):

• Implement all project activities within budget, timeline and scope.
• Ensure that the project meet all targets as outlined in Project Document
• Write Friday Bullets (using template) each Friday morning and send to Programme manager.
• Ensure effective implementation of the project activities at site level in line with the project agreement with donor and government.
• Ensure beneficiary participation in all aspects of the project and that activities are designed and implemented incorporating beneficiary feedback.
• Line manages the woreda based Project Officers.
• Ensure visibility of project achievements through appropriate communication channels.
• Prepare monthly cash request and send to PgM for approval.
• Ensure training packages are context-appropriate, participatory, and include follow-up refresher sessions and practical assessments
• Maintain an up-to-date risk register for the project and escalate key risks to PgM/ SMHPSS Manager (Safeguarding, Mental Health and Psychosocial Support Manager).
• Carry out activities at the Migration Response Center (MRC) located in Togochalle and serve as the primary contact person for activities related to MRC undertakings
• Conduct regular monitoring visits to the MRC track progress and take timely corrective action to enhance the case management system

II. MEAL Activities (35% time):

• Oversee and support ongoing data collection and collation, undertaking regular data quality checks.
• Review data on a monthly basis, working with programme colleagues to prepare analyses of findings by project and award. This will include analysis of performance against targets agreed with donors, government, or internally.
• Make regular visits to project sites as part of monitoring activities.
• Ensure all data are stored and used in ways that comply with data protection policies and laws.
• Compile data and information for donor reports in a timely and accurate manner.
• Assist in the production of quarterly and annual reports as required by government partners or donors.
• Ensure data required for internal reporting is accurate and provided by agreed deadlines.
• Ensure data is available to share with survivors and other stakeholders, helping to ensure we are accountable to our clients.
• Prepare first draft of reports for government agencies and donors.
• Implement accountability mechanisms and document learnings.
• Ensure learnings (lessons learned, case studies) are documented and shared

III. Partnership Management (10% time):

• Host visits from donors, other NGOs, GoE stakeholders and other interested people and write a report (using the template) and send it to the programme manager within one week of the visit. Liaise with the programme manager about all visits.
• Work closely with government officials, community leaders and project partners, to ensure the best outcomes are achieved.
• Collaborate closely with Project Officers, Senior MEAL Officer, CBO/FBO partners, Finance and Operations team
• Facilitate mid-term and terminal evaluations and new project agreements as required.

IV. Overall Administrative Activities (10% time):

• Supervise and line manage relevant staff (following organizational structure), reporting significant issues to the programmes manager.
• Prepare specifications and facilitate the procurement of all necessary inputs according to Hope for Justice’s finance policies and procedures to ensure the effective implementation of the project activities
• Conduct monthly one-to-one supervision with Project Officers, identify successes as well as challenges and puts way forwards.
• Ensure accurate documentation for all logistical and financial documents

V. General Organizational Requirements (10%):

Education & Experience

Education

• Minimum BA/BSc in Sociology, Social Work, Psychology, Community Development, Development Studies, and related social and behavioral science fields.
• Relevant project management certification.
• Project DPro certification (preferred).

Experience

• 6 years’ experience working in a similar senior position in NGO/INGOs.
• Experience in team leadership/supervision
• Extensive experience in programme development, management and monitoring.
• Strong knowledge and experience in Child Protection in programming and current policy.
• Experience working with vulnerable children and families.
• Thorough understanding of the regional socio-cultural situation.

Language Requirements

• Fluency in Somali (Local language).
• Strong verbal and written communication skills in English and Amharic
