Job Description

Children Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on, health & nutrition, WASH, education, early childhood development, child protection sustainable livelihood development, disaster risk reduction and gender equality in different parts of Ethiopia.

Currently Children Believe Fund wants to hire one Project Manager for nutrition focused new project titled Championing Health and Gender Equality (CHANGE) to be implemented in North Wollo Zone of Amhara National Regional State, Ethiopia

Job Responsibilities:

The Project Manager is responsible for project planning, coordination and overall accountability for efficient and effective implementation, monitoring, and evaluation of the project. The Project Manager is also responsible for timely implementation of the project to the standards and expected quality, efficient utilization of the budget, proper management of human, financial and material resources of the project in compliance with donor’s and CBF’s policies and procedures. This position will also provide guidance for other project staff in the overall management of the project and establish and foster working relationships with CBF country and global offices, and concerned government offices, and ensure accountability and sustainability of the project.

 Key responsibilities include but not limited to:

  •  Ensures appropriate planning of the project in participatory way involving concerned government offices, communities, and CB’s staff and responsible development actors.
  • Coordinates and ensures development of detailed implementation plans, specific strategies and innovative approaches for the implementation, monitoring and evaluation of the project.
  • Ensures development of Performance Monitoring and Evaluation Plan including performance measurement framework.
  • Ensures timely implementation of preparatory activities and start-up of the project.
  • In collaboration with M&E Officer, facilitates and makes sure that baseline survey, annual and bi-annual project reviews are undertaken within the planned time frame and their results are reported/ communicated to concerned bodies.
  • Ensures timely implementation of project activities to the standard with appropriate approaches and quality program delivery.
  • Ensures active involvement and proper function of Stakeholders Project Management and community level structures.
  • Ensures the project staff are closely work with concerned government offices, health facilities, health extension workers (HEWs), community health promoters, social workers, Development Agents, and other project stakeholders.
  • Actively participates and facilitates coordination, networking and experience sharing meetings, workshops or forums that contribute to effective harmonization and synergic effect of project interventions.
  • Ensures the optimum use of financial and material resources and timely audit of the project.
  • Ensures that the implementation of the project and resources (human, financial and material resources) utilization are in compliance with donor, government and implementing organization’s policies, guidelines, rules and regulations.
  • Manages and over sees the activities of Nutritionist, Gender Special, M& E Officer, Finance Officer, and other project staff.
  • Undertakes timely performance reviews of all staff under his/her supervision.                      Builds capacity of project staff under his/her supervision based on the identified gaps through trainings, mentoring and supportive supervision.
  • Fosters effective working relationships with project stakeholders and liaisons the project with donor, concerned government bodies and partner NGOs.
  • In collaboration with Country Office Communication Manager promotes and builds CB’s and donor’s public image with multiple audiences in the country.
  • Ensures project capacity building activities are properly planned and implemented.
  • Effectively manage the project to realize and achieve its results: 1) Improved women’s leadership and control over resources for community and individual gender-equitable nutrition practices; 2) strengthened gender-equitable integrated nutrition and health services for the poorest and most marginalized, especially women, adolescent girls, and children; and 3) improved effectiveness of key stakeholders to provide gender-responsive community-based nutrition specific activities for women, adolescent girls, and children locally.
  • Ensures the implementation of activities that have positive environmental effects and activities that prevent and mitigate potential negative environmental effects of the project.
  • Ensures that the project takes into account the equality between men and women and their equal rights are enhanced in all processes of project planning, implementation, monitoring and evaluation.
  • Ensures good governance and enhance accountability and transparency in the planning, implementation, monitoring and evaluation of the project.
  • Follows up and ensures timely implementation of anticipated risk mitigation strategies pertinent to the project.
  • Ensures timely implementation of monitoring and evaluation activities.
  • Coordinates and regularly communicates with project staff partners and track their activities so as to assist in technical and managerial issues.
  • Develops reports submitted to the donor, national and regional government bureaus and CB country and headquarter offices as per agreed reporting format and set reporting due dates.
  • Ensures proper documentation of the project performances
  • Follows up and facilitates the implementation of activates that ensure sustainability of the project results.
  • Ensures timely implementation of completion phase of the project including end line survey, final evaluation, and other closeout activities and proper handing over of project activities to local government and communities.
  • Performs other related duties as assigned by immediate supervisor.

Terms of Employment: One year with possibility of extension

Job Requirements

Minimum Education and Experience Required:
  • Master Degree in Project Management or Public Health or Nutrition or Gender or related studies from recognized University
  • Seven (7) or more years of experience in managing or coordinating projects focused on nutrition and health, at least 3 years in managerial position with INGOs.

  • Experience in financial planning and budget tracking.

  • Experience in practicing Results Based Management (RBM) or Logical Framework Analysis (LFA)

  • Fluent in Amharic and very good in speaking and writing English language.
  • Excellent oral and written communication skills, interpersonal communications, relationship-building, team player, conflict management, and negotiation skills, especially when developing / maintaining contacts and influencing stakeholders for collaboration and coordination of project activities.
  • Proven experience in networking and partnership strengthening.
  • Strong computer skills including MS Word, Excel, PowerPoint, and internet and other computer applications.
  • Be available and willing to work in fragile context and emergency situation.
  • Able to travel in rural areas.
  • Able to multi-task and on occasion work in high pressure environment with tight deadlines
  • Productive personality traits, patience, sociable, responsible and courage.
