Project Manager (South Omo-Omorase town, Dasenech District)

Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Currently, the DCA Ethiopia Office is looking for a competent Project Manager (South Omo-Omorase town, Dasenech District).

Position Objective

Provide overall oversight to all project operations within the project site coordinating all DCA and partner implementation in south Omo zone. The position holder will manage EU cross boarder project in South Omo zone, Ethiopia in close coordination DCA Country offices. The position holder will participate in the design of future projects in collaboration with various stakeholders in the region and DCA country office. The position will directly report to Head of program DCA Ethiopia country office.

Purpose

The overall objective of the post is to play a leading role to oversee operations in South Omo DCA office, to ensure smooth implementation and coordination with local stakeholders, monitoring, evaluating, and reporting of DCA and partners implemented Projects under South Omo office. It will be fully in charge of both the system and the programme staff and represent DCA at various forum at South Omo zone, districts and regional level and at various cross boarder forums in close consultations with Head of program level.

Engagement

  • Provides the required technical and management support for successful implementation of EU cross project with the required quality standard.
  • Lead the project teams and ensure the implementation of the projects.
  • Conduct monthly BVA review with project staff and Finance and Admin officer and participate on the country office level both review with program team, and finance for the EU projects.
  • Engage with the Consortium members from Kenya and South Sudan DCA office to strengthening smooth partnership across the CO.
  • Engage with different stakeholders, consortium members and DCA cross border CO to ensure implementation and integration of humanitarian-development and peace building activities.
  • Engage with project stakeholders to ensure that DCA projects are planned and implemented with full involvement of stakeholders at different level.
  • Strictly follow the implementation of the DIP and the procurement plan with reference to the budget verses actual (BVA) analysis.
  • In collaboration with the M&E staff and other technical staff put in place a realistic and actionable M&E plan for each project in South Omo and ensure the plans are implemented.
  • Support the project team to collect lessons learned, best practices and shared with the relevant bodies.
  • Prepare quality  government, DCA and donor reports for all projects implemented in South Omo.

Delivery

  • Overall management of DCA activities (program and administrative) at the field level, lead Field level management team and ensure that the team address the project implementation challenges timely.
  • Ensure the EU cross boarder project activities and other projects in South Omo are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation plan.

Job Requirements

  • MSC/First degree in a relevant discipline (Development Studies, DRR Management, food security, Agriculture, and related field) from a recognized university.
  • 6/8 years practical experience in MSC/BSC respectively at the field and country office level in designing triple nexus approaches- humanitarian- development- peace building projects proposal and reporting writing capacity building and implementation of key donors, EU, DANIDA etc. specifically in the disaster affected area
  • Technical Training qualifications required: relief, disaster management, environmental sciences, natural resource management, climate science, peace building and social cohesion and related field.
  • Experience working in South Omo area or other disaster affected area in Ethiopia with international NGOs, EU Funding’s program is mandatory.
  • Experience in cross border project management
  • Experience in portfolio management for different development/ livelihood programs.  Understanding and practical experience of the triple nexus approach -humanitarian system, development and peace building.
  • Knowledge of humanitarian standards and principles and cross-cutting issues
  • Experience in management and knowledge of basic accounting methods and procedures
  • Ability to train and supervise a multi-cultural staff
  • Good cross-cultural Communication skills
  • Excellent communication, networking and persuasion skills, particularly good mentoring, and capacity-building experience.
  • An openness to learning about and understanding the culture, political, social, and economic situation of the country
  • Experience in project design, implementation, monitoring, and evaluation
  • Good public relations and public speaking skills
  • fluent in spoken and written English, proficient writing skills
