Established in 2009, Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4)  Horn of Africa countries  (Ethiopia, Djibouti, Sudan and South Sudan).  ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure, among others.

Our goal is to support countries, help people in need and enable our partners through  delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.


Project Background


UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building and technical assistance. UNOPS is selected to manage and implement the project by creating a project management unit (PMU). This unit will be formed by a group of experts and specialists in the relevant matters and will lay the groundwork for institutional capacity strengthening through the establishment of a Technical Assistance Management Unit (TAMU). The TAMU will be composed of a group of Technical Assistants and experts, recruited and supervised by UNOPS personnel that would implement part of the project activities. The unit will be managed by the UNOPS for the duration of the project. TAMU will oversee the mapping of the necessary human resource requirements and potential interventions aimed at boosting the capacity of the Ministry.


The Project Management Support Analyst/Data Analyst will be an integral member of the TAMU team, reporting functionally to the TAMU Coordinator. S/he will support the project team in implementing and optimizing data management and analysis tools adopted by the organizational unit. S/he will collect, clean, validate, and analyze project data, conducting rigorous data quality reviews on behalf of the Project Lead to ensure that information from the field is accurate, consistent, and reliable. The role will also involve identifying trends, generating actionable insights, and producing analytical reports and visualizations to inform evidence-based decision-making and enhance program performance.

The incumbent  must be able to perform their role with a high degree of autonomy, establishing strong collaborative relationships within the Programme Team, Project Manager (PM) and Support Services departments.

The role requires undertaking missions to the field to undertake data collection, provide training/orientation to Project Teams and providing continuous support to ensure tools and data therein are being employed to their full potential.

The effective and successful achievement of results by the Project Management Support Analyst directly impacts the success of the TAMU project and the promotion of UNOPS’s credibility as an effective service provider in project services and management.

The Project Management Support Analyst / Data Analyst directly impacts on achievement of project and program results by supporting the Monitoring and Evaluation Specialist and the Program Management Office to adhere to policy requirements, project management methods and strategies, reduce risks, cut costs and improve success rates. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Functional Responsibilities


Under the direct supervision of the TAMU Project Coordinator and with support of the Technical Specialists, the Project Management Support Analyst is expected to support in
  1. Data management: Data Collection & Cleaning, Data Analysis, visualization & Interpretation
  2. Data Modeling & Machine Learning
  3. Big Data Processing & Integration
  4. Insight Generation & Strategic Decision Support
  5. M&E, Knowledge Management, Innovation and capacity building
Data Management

 

  • Data collection, structuring, quality management, analysis and presentation, and their intersection with policies, processes and project implementation
  • Work with Project Managers to identify data analysis and visualization needs to develop tailored processes and tools to address the  data quality and integrity needs
  • Design, conduct, document and present analyses on complex and connected data, proposing and testing hypotheses, deriving statistics, trends and insights, and proposing improvements to the project manager for incorporation in projects and processes
  • Conduct rigorous data quality analysis and testing of data sources and tools
  • Support the development of automated and interoperable information management systems and dashboards to enable the translation of raw data into interactive visual platforms to track real-time progress and inform decision making.
  • Maintain and update the MIS platforms to ensure that PM data are readily available.
  • Compile and analyze data to support the PMs in the preparation of monthly, quarterly, and annual reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.
  • Conducts and shares project performance analysis and supports Program Management Office and Leadership team in making informed decisions
  • Support the Project Teams in preparing briefing materials on project performance and status, as required.
  • Other related technical and analysis support as required with support of the Data Specialist
Data Modeling & Machine Learning

 

  • Provide support to develop predictive models with measurable accuracy and performance metrics.
  • Support the Implementation of automated algorithms that adapt and improve with new data.
  • Generate simulation and forecasting outputs to guide planning and decision-making.
Big Data Processing & Integration

 

  • Build optimized, scalable data pipelines capable of handling large datasets.
  • Integrate clean, unified datasets from diverse structured and unstructured sources.
  • Enable real-time or near-real-time data processing capabilities
Insight Generation & Strategic Decision Support

 

  • Develop concise, audience-appropriate reports and dashboards delivered on time.
  • Data-driven reports for operational, or business improvements.
  • Generate Key insights that the PMs can translate into practical recommendations for decision-makers.
  • Produce Data stories that connect numbers to real-world impacts.
M&E support, Knowledge Management,  Innovation and capacity building

 

  • Support the compilation, consolidation and analysis of relevant data related to the portfolio, Programme and Project(s);
  • Support the design, development, testing, implementation and documentation of data collection and reporting system, processes and tools, including dashboards and reports;
  • Support the gathering and documentation of user requirements and expectations, reporting requirements, design preferences, and quality criteria;
  • Provide substantive inputs to assist the PMO and Project Teams in preparing project progress and completion reports, project briefs and any communication materials as needed;
  • Contribute to maintaining records of project files as needed;
  • Support knowledge management initiatives to ensure that project experiences, best practices and learning are documented and available to all UNOPS ETMCO Projects and Programmes;
  • Provision of training/ orientation to project teams to ensure tools and data use is to their full potential
  • Support the review data management practices across country offices and propose process improvement initiatives
  • Participate in relevant Communities of Practice;
  • Support project teams in identifying, capturing and disseminating lessons learnt.
  • Contribute in developing data management guidance and SOPs and provide related training.
Education/Experience/Language requirements

Education

  • A first-level university degree (Bachelor’s Degree or equivalent) in data analytics/analysis,data science, computer science, software engineering or similar is required.
  • An advanced university degree (Master’s Degree or equivalent) in the above mentioned subjects is an asset.

Certification

  • PRINCE2 Foundation or equivalent is an advantage

Experience

  • At least two (2) years relevant work experience (with a first-level university degree) working with Management Information Systems (MIS), data analytics, Enterprise Resource Management Systems (ERP) and/or reporting systems, Project management is required;
  • Experience with web-based applications and Google-Suite products, especially google docs, sheets, slides and forms is an asset;
  • Demonstrated experience in data visualisation, analytics and information management;
  • Previous Experience in a UN environment, civil society organizations and/or non-governmental organizations is highly desired;
  • Knowledge and experience of Monitoring and Evaluation practices is an advantage;
  • Knowledge of and experience using the Google Cloud Platform (GCP) (including Big Query) is considered an asset;
  • Experience with scripting languages (e.g. Python, SQL, Google Apps Script, Javascript, Machine learning) is desirable;
  • Experience with power BI, Google looker studio ODK (Open Data Kit), or KoBo Toolbox is an asset.

Language Requirements

  • Fluency in oral, reading and written English is required.
  • Knowledge of another UN official language is an asset.
