Duties and Responsibilities

1. Introduction:

The African Development Bank has provided financial support to the United Nations Economic Commission (UNECA) for Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) Project in 4 countries: Burundi, Mozambique, South Sudan, and Zimbabwe. The Project aims to contribute to improved gender responsive programming by beneficiary countries, therefore contributing to inclusive development. It will contribute to addressing inequality and fostering inclusive growth by providing data on the “invisible” and most vulnerable, which are often drivers on fragility. It is expected that the project will enrich policy dialogue with selected transition states and contribute to inclusive national development plans, which will in turn impact on service delivery by governments. The capacity development on statistics will provide a platform to measure gender inclusiveness of national development and provide evidence in required reforms. This is in recognition that gender inequality is both a driver and a result of fragility.

The Consultant will work under the guidance of the Chief of the Demographic and Social Statistics Section and will be responsible for the following duties:

2. Objective of the Gender Statistics National Consultants

The key objective of the consultancy is to support the Chief of the Demographic and Social Statistics Section as well as the Office of the Director of the African Center for Statistics attain the stated objectives of the CB-GenSMS project in close collaboration with other sections in the division, partner divisions working on gender statistics as well as in partnership with the African Development Bank.

Duties and responsibilities

– Develop detailed work plan for project execution and implementation of the Capacity Building Project for improving Gender Statistics and Monitoring Systems (CB-GENSMS) initiative.
– Contribute for the development of project communication and advocacy materials preparation, production and presentation towards publicizing and promoting the key deliverables of the project and its impacts.
– Coordinate outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
– Work with finance officer on activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.)
– Prepare periodic project performance and learning reports, presentations, and other documents
– May perform other duties as required by the Chief of the Section.

Qualifications/special skills

  • Advanced university degree (Master’s degree or equivalent) in a field related to Economics, Social Sciences, Development studies and related area is required.
  • A first-level university degree in combination with two years experience may be accepted in lieu of the advanced university degree.
  • A minimum of 4 years of either practical substantive experience in projects and programmes management and coordination in key development initiatives including capacity development and technical support provision.
  • Experience in projects related to providing advice and supporting governments in Africa in formulating national and regional strategies, policies, economic and policy frameworks towards building an economy at national level or sub-regional and regional level required.
  • Experience in economic policy research including in preparing policy in a developing country context particularly in Africa is required

Languages

  • English and French are the working language of the United Nations. For this consultancy, fluency in English is required.
  • Knowledge of the other is an advantage.
