We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people. 

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community-based organizations across eight program locations; we aspire that every child grows up with love, respect and security.

Join Our Mission:

We are looking for a Project Facilitation Officer– Training and Workforce Development to be responsible for coordinating workforce development interventions for unemployed and underemployed young people participating in the iWork Programme. 

The position facilitates youth sourcing, screening, onboarding, training coordination, TVET partnerships, employability and life-skills development, workforce readiness, mentorship coordination, and transition into internship opportunities. 

The officer collaborates with TVET institutions, One Stop Service (OSS) Centers, employers, and community stakeholders to ensure young women and disadvantaged youth acquire market-relevant competencies before internship placement. 

This role leads implementation of Pillar One of the iWork Programme by preparing young people for dignified employment through demand-driven and inclusive workforce development interventions. 

 

Key Responsibilities

Youth Outreach and Workforce Development

  • Coordinate the identification, mobilization, and recruitment of eligible young women and other disadvantaged youth in collaboration with One Stop Service (OSS) Centres, TVET institutions, local government offices, community structures, and other implementing partners.  
  • Plan and implement community outreach, awareness raising, and sensitization activities to increase programme visibility and encourage participation among target beneficiaries.  
  • Coordinate participant sourcing, screening, and selection processes using approved eligibility criteria, ensuring transparency, fairness, and inclusion of young women, persons with disabilities, refugees, and other vulnerable groups.  
  • Facilitate participant registration and maintain complete and accurate beneficiary records in accordance with programme procedures and data protection requirements.  
  • Support workforce assessments, labour market profiling, skills gap assessments, and youth aspiration mapping to inform training planning and internship matching.  
  • Coordinate induction and onboarding sessions to orient participants on programme objectives, expectations, safeguarding standards, code of conduct, internship pathways, and available support services.  
  • Maintain and regularly update participant databases, training records, and workforce information systems to ensure accurate programme tracking and reporting.  
  • Collaborate with the MEAL team to verify participant data quality and ensure timely reporting of programme outputs and outcomes.

 

Training Coordination

  • Coordinate the planning, scheduling, implementation, and monitoring of comprehensive workforce development training programmes in collaboration with TVET institutions, training providers, and technical experts.  
  • Coordinate the delivery of soft skills, employability skills, entrepreneurship, life skills, workplace readiness, digital literacy, and financial literacy training aligned with labour market demands.  
  • Coordinate short-term vocational and technical skills training based on labour market assessments and employer requirements.  
  • Ensure training programmes are competency-based, gender-responsive, disability-inclusive, and aligned with national TVET standards and project objectives.  
  • Organize training schedules, participant enrolment, venue arrangements, training materials, accommodation, transportation, and other logistical requirements to ensure smooth implementation.  
  • Support trainers in applying participatory and adult learning methodologies that promote active engagement and practical learning.  
  • Monitor training quality through regular observations, participant feedback, trainer performance reviews, and post-training evaluations.  
  • Ensure safeguarding, workplace ethics, gender equality, disability inclusion, and occupational safety are integrated into all training curricula and delivery processes.  
  • Coordinate training completion, participant assessments, certification processes, and documentation of learning achievements.

 

TVET and Training Provider Coordination

  • Establish and maintain strong partnerships with public and private TVET institutions, universities, training providers, sector associations, and technical experts to strengthen workforce development interventions.  
  • Coordinate training providers to ensure effective planning, timely delivery, and quality implementation of all training activities.  
  • Facilitate regular coordination meetings with TVET institutions and training partners to review progress, address implementation challenges, and strengthen collaboration.  
  • Monitor curriculum implementation to ensure training content remains relevant, competency-based, market-driven, and responsive to emerging labour market needs.  
  • Support continuous review and improvement of training curricula based on employer feedback, labour market trends, participant performance, and programme learning.  
  • Promote inclusive training environments by ensuring accessibility of training venues, learning materials, assistive technologies, and reasonable accommodations for participants with disabilities.  
  • Coordinate competency assessments, graduation processes, and certification in collaboration with accredited training institutions and relevant government authorities.  
  • Strengthen collaboration between TVET institutions and employers to improve practical learning opportunities, workplace exposure, and internship readiness.  

 

Internship Readiness

  • Prepare programme participants for successful internship placement through structured pre-placement orientation, career development, and workplace readiness activities.  
  • Facilitate career guidance, career counselling, and individual career planning sessions to help participants identify realistic employment pathways aligned with their interests, competencies, and labour market opportunities.  
  • Coordinate mentorship programs by linking participants with experienced mentors, industry professionals, and workplace supervisors.  
  • Support participants in developing employability tools, including CVs, cover letters, job application skills, interview techniques, professional communication, and workplace etiquette.  
  • Coordinate internship readiness assessments to determine participant preparedness prior to placement.  
  • Organize pre-placement orientation sessions covering workplace expectations, safeguarding, occupational health and safety, professional ethics, labour rights, gender equality, and employer expectations.  
  • Collaborate closely with the Host Enterprise Facilitation Officer to ensure effective matching of trained participants with suitable internship opportunities.  
  • Provide continuous guidance and coaching to participants during the transition from training to internship placement. 

 

Monitoring and Learning

  • Monitor participant attendance, participation, completion rates, and overall engagement throughout training and workforce development activities.  
  • Conduct regular monitoring visits to training institutions and learning venues to assess training quality, facilitator performance, participant satisfaction, and compliance with programme standards.  
  • Monitor participant learning outcomes through competency assessments, practical demonstrations, examinations, and other performance measurement tools.  
  • Conduct pre-training and post-training assessments to evaluate knowledge acquisition, skills improvement, and overall training effectiveness.  
  • Collect, analyse, and document participant, trainer, and stakeholder feedback to support continuous improvement of workforce development interventions.  
  • Prepare accurate and timely monthly, quarterly, and annual technical reports summarizing implementation progress, achievements, challenges, lessons learned, and recommendations.  
  • Develop case studies, success stories, human-interest stories, and good practices demonstrating programme impact and participant transformation.  
  • Collaborate with the MEAL team to ensure timely collection, verification, analysis, and reporting of programme performance data and key indicators.  
  • Support programme evaluations, tracer studies, learning reviews, and knowledge management initiatives.

 

Youth Engagement

  • Facilitate meaningful participation of young people throughout programme planning, implementation, monitoring, evaluation, and learning processes.  
  • Support the establishment and strengthening of Youth Advisory Groups and other youth engagement platforms to promote youth voice, leadership, and accountability.  
  • Encourage peer learning, knowledge sharing, networking, and collaborative problem-solving among programme participants.  
  • Organize youth dialogue forums, leadership development sessions, innovation challenges, and experience-sharing events to strengthen youth agency and confidence.  
  • Promote youth-led initiatives, volunteerism, community engagement, and civic participation that contribute to personal development and social inclusion.  
  • Strengthen participants’ leadership, communication, teamwork, critical thinking, and decision-making skills through structured engagement activities.  
  • Ensure youth feedback is systematically collected, documented, and incorporated into programme improvement and adaptive management processes. 

 

Gender Equality, Disability and Inclusion

  • Ensure equitable, transparent, and inclusive recruitment, selection, training, and participation of young women, persons with disabilities, refugees, and other disadvantaged groups throughout programme implementation.  
  • Promote the meaningful participation and retention of young women by identifying and addressing social, cultural, economic, and institutional barriers affecting their engagement.  
  • Ensure training venues, learning materials, communication methods, and programme activities are accessible and responsive to the needs of participants with disabilities through appropriate reasonable accommodation.  
  • Integrate Gender Equality, Disability, and Social Inclusion (GEDI) principles into all workforce development interventions, training curricula, facilitation methodologies, and participant support mechanisms.  
  • Ensure safeguarding principles, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), child and youth safeguarding standards, and survivor-centred approaches are effectively implemented throughout programme activities.  
  • Monitor and report sex-, age-, disability-, and vulnerability-disaggregated programme data to assess inclusiveness, identify participation gaps, and inform evidence-based decision-making.  
  • Build the capacity of trainers, facilitators, and partner institutions on inclusive programming, safeguarding, disability inclusion, gender equality, and equitable participation.  
  • Promote an inclusive learning environment that values diversity, respect, dignity, equal opportunity, and zero tolerance for discrimination, harassment, exploitation, or abuse.

Essential Requirements (Must-Have):   

Education:

  • Bachelor’s degree in education, Human Resource Development, Development Studies, Sociology, Psychology, Social Work, Social Sciences, or other relevant fields.

Experience:

  • 2-4 years hands-on experience in training coordination, capacity building, or adult education  
  • Proven experience in designing and managing multi-location training programs 

Role Specific Competencies 

    • Expertise in training design, delivery, and evaluation 
    • Strong understanding of adult learning principles and instructional design 
    • Experience in stakeholder engagement and partnership building 
    • Knowledge of national policies and frameworks related to education and capacity development

    • Proficiency in MS Office and training management tools 
    • Ability to work under pressure and manage competing priorities 
    • Commitment to gender equity and inclusion in training programming

Desired Assets (Nice-to-Have): 

  • Master’s degree (MA/MSc) in Training & Development, Project Management, Organizational Development, or related disciplines
  • Strong command of English (written and spoken); additional local language skills relevant to the project implementation areas are an asset.
