About the Organization

Development for Peace Organization (DPO) is an Ethiopian civil society organization established in 2020 with a mission of striving to meet the humanitarian and developmental needs of societies regardless of race, color, religion or cultural background. The organization is legally registered to work in Ethiopia (Reg. 5164), South Sudan (Reg. 4178), Kenya (OP.218/051/22-400/12732 and Somalia (Reg. NGOD/Moifar0422/022); it is also processing its registration in Yemen.

ROLES & RESPONSIBILITY

Under the direct supervision of the Country Program Director, the Project Coordinator will actively lead project implementation & engaged in emergency assessment, proposal developments, response planning and response set up, reporting, team management, monitoring and post intervention assessment, facilitating trainings, team development & capacity buildings and coordination & representation of DPO in humanitarian coordination. Manage the implementation of WASH, Protection, ES/NFI, MPC and Agricultural projects in Borena Zone & East Wellega Sibusire Woredas Task Forces and WASH cluster in the region and at the Zonal levels where DPO has presences in humanitarian response projects/programs.

Roles and Responsibilities

  • The Project Coordinator- is responsible for running and supervising water, sanitation and hygiene activities, Cash  and ESNFI distribution activities activities at all stages of the project management cycle in East Wellega Zone Sibusire wereda .
  • He/she is also responsible for accomplishing the project objectives, outcomes and activities including hygiene promotion at community and health facility level, distribution of Wash NFIs, rehabilitation and maintenance of Wash infrastructure at community and health facility level among others; are undertaken in a professional manner as per the standard design, specification and guidelines of the project.
  • Responsible for agricultural activities, seed distribution.
  • Responsible in coordinating protection activities with the respective protection officers.
  • The PC ensures the overall success of the project by making sure the WASH/Agriculture/Protection team completes the defined activities while adhering to internal standards and contractual obligations; and that the project is completed on time, within budget and with acceptable quality.
  • The Project Coordinator will work closely and liaise with the other project managers for other sectors, government health structure including the Regional Health Bureau, Woreda Health and Water offices, other implementing agencies, other concern teams and the community.
  • He/She is charged to ensure collaboration with all the relevant stakeholders at all levels of the project implementation; kebele, Woreda and at the regional level.
  • The Project Coordinator is equally charged with capacity building and mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs

Technical Support 

  •  Take part in multiagency field assessments (seasonal, rapid) and quick need assessment in the event of an emergency in collaboration with Addis and field team as well as with partners.
  • Assist DPO Ethiopia Humanitarian response/Program Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.
  • Organize, lead emergency operations and assessments in the field, assist in hiring field (if any) staff, locating office and set up emergency response in new areas when needed.
  • Direct implementation of WASH, Protection and Agriculture seed projects in collaboration with partner and local government.
  • Support Humanitarian response team in the intervention areas and implement quick responses for brief period as required.
  • Facilitate emergency response capacity building trainings and workshops for DPO and partner staff.
  • Engage in preparation and review of emergency response proposals.
  • With guidance from Head of Programs, assist the DPO emergency preparedness planning.
  • Assist in set up, implementing and monitoring of beneficiary feedback mechanism.
  • Support and follow up on preparing BOQ of materials and labor for hardware activities including water scheme rehabilitations, new water scheme developments, sanitation facilities and other infrastructures under Humanitarian response   projects.
  • Monitor and make sure that all Humanitarian response interventions are done with in the required qualities and time frame.
  • Provide technical support for other departments as required.

Grant, Budget and procurement Monitoring and Management 

  • Take the lead in the preparation of proposals, CN, wok plans, procurement, and spending plans in collaboration with the Program/Humanitarian response team and other departments.
  • Assist in tracking and review of spending of Humanitarian response interventions in the field in line with original plan, and burn rate goes in line with the activity implementation progress and take actions timely.
  • Lead the project monthly Budget Vs Actual review meetings and ensure the action points assigned for DPO partners are addressed, tracked and reported on time.
  • Assist in tracking of emergency distributed items and utilizations in different disaster affected communities and construction sites including full documentation.

Proposals, Monitoring and reporting:

  • Collect, Compile and share all required internal ( weekly progress updates, monthly progress reports, monthly management reports, intervention trackers, indicator trackers)  and external    reports including ( Donor and government quarter, annual and terminal reports), 4W matrixes ( WASH, Protection, Agriculture, CASH etc.) , and assessments reports to the required body in their due date.
  • Assist the national Program/Humanitarian response   team in the review of proposals from partners as per the requirement and standard, in making technical monitoring visits and track of their progress when needed.
  • Take the lead in the development of the direct intervention proposals and assist the field team and program unit in drafting proposal and ensure the government agreement MoU for each project are signed with relevant regional government Bureaus on time.
  • Participate and assist in the implementation and monitoring of DPO direct interventions and sub granted projects.
  • Properly facilitate DPO Ethiopia, government and donor monitoring visits and project evaluations.
  • Conduct frequent field monitoring visit of the Humanitarian response projects and provide feedbacks and remedial action in timely manner.
  • Closely work with MEAL team on the project indicator tracking, conducting of different assessments and collection and addressing of client feedbacks.

Representation, Coordination and Working Relationship 

  • Build strong work relationship with DPO partners, field staff and Addis program and operation staff, government and other partners.
  • Regularly, represent at   regional and Zonal WASH, Shelter, Protection, ESNFI, Cash cluster Coordination and other relevant emergency coordination forums with NGOs, UN agencies, government.
  • Bureaus in regions and share updates on this and emergency situations to supervisor.
  • Assist the woreda clusters/focal in assessment, preparation of guidelines, other technical documents etc.
  • Organize and Share regular DPO update to the WASH, Protection, Agriculture, Shelter, Agriculture, Cash cluster including 4W matrixes.
  • The Project Coordinator shall take any additional responsibilities as requested by his/her supervisors, Head of Program Director and other departments.

Job Requirements

Qualification

Education

  •  BSc/BA or MA/MSc in a related field of studies from a recognized University.

Experience

  •  Minimum of 8 years of experience, preferably in an NGO setup
  • 3 years of management experience on Humanitarian response of WASH and Cash Programs.

Skills

  •  Knowledge and understanding of current contexts and management of emergencies.
  • Excellent written and oral communication skills.
  • Strong networking, and representation skills.
  • Self-motivated, honest, and highly responsible.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Have excellent skills in coordination and integration with external stakeholders
  • Good command of spoken and written English as well as the local language.
