Project Coordinator – Multi-Sectoral Rapid Response (WASH, Health, Nutrition, Protection & MPCA)

The Opportunity

The position holder is primarily responsible for coordinating implementation of the Tier 2 rapid response, integrating WASH, Health, Nutrition, Protection, and Multipurpose Cash Assistance (MPCA) components in the target woredas identified through the latest Rapid Needs Assessment (RNA), and ensuring linkage to the relevant Country sector programs at project level. The post holder is responsible for delivery of results in line with pre-agreed project plans and objectives, and oversees project implementation at all stages of the project cycle. Given that a significant amount of the response is delivered in partnership with key government sector offices, a key aspect of the role is nurturing, developing, and facilitating the achievement of results across all five sectors.

Responsible for leading and coordinating a multi-sectoral emergency response program covering WASH, Health, Nutrition, Protection, and Cash Assistance (MPCA). The role ensures effective project planning, implementation, monitoring, reporting, partnership management, donor compliance, and stakeholder coordination while promoting quality, accountability, child protection, and gender equality.

The Individual

Qualifications/Experience/Skills Essential:

• Bachelor’s Degree or above in Public Health, Development Studies, Social Sciences, Disaster Risk Management, Nutrition, WASH, or related disciplines.
• At least 5 years’ relevant experience coordinating multi-sectoral humanitarian programs, of which a minimum of 2 years must be with an NGO.
• Demonstrated experience managing integrated projects spanning at least two of the following: WASH, Health, Nutrition, Protection, or Cash-based programming.
• Prior experience in rapid response, emergency, or Tier 2/ humanitarian response mechanisms (e.g., ET-RRM).
• Strong experience in budget management, work planning, and multi-sectoral team coordination.
• Proven donor reporting skills, including preparation of narrative and financial reports.

Qualifications/experience desirable:

• Working knowledge across WASH, Health and Nutrition, Protection, and Cash-Based Programming sectors.
• In-depth knowledge of project cycle management and child-centred community development programming.
• Familiarity with Rapid Response mechanism, participatory Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and processes.
• Extremely flexible, able to work independently, and able to cope with stressful situations and frustrations in dynamic field contexts.
• Demonstrated ability to build partnerships with key government and peer organizations.

Languages required:

• Excellent English verbal and written skills.
• Knowledge of the local language (e.g., Afaan Oromoo) is Mandatory.

Key Responsibilities:

• Lead planning, implementation, monitoring, and reporting of integrated emergency response activities.
• Manage project budgets, work plans, and ensure quality delivery across all sectors.
• Provide technical support, ensure donor and organizational compliance, and strengthen accountability mechanisms.
• Prepare timely narrative and financial reports and document lessons learned and best practices.
• Build and maintain partnerships with government, NGOs, UN agencies, and community structures.
• Represent the organization in coordination forums and support advocacy initiatives.
• Promote effective communication, knowledge management, and teamwork.
• Ensure integration of child protection, gender equality, and safeguarding principles in all project activities.

This position plays a key role in delivering high-quality, impactful, and accountable humanitarian programs while strengthening partnerships and community engagement.

Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI) 

• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.
• Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
• Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
