Job Description

Position: Project coordinator – Health and Nutrition
Program/Unit: Humanitarian
Type of Contract: 5 Months contract with possibility of extension
Required Number: One
Duty Base: Borena Zone, Oromia Region

The appointee of this position represents AAE values and principles in interactions with staff and external audiences. These values and principles include commitment to the mission of ActionAid Ethiopia, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity.  The selected employee will be responsible for providing technical and managerial support to the staffs for the implementation of the Emergency Health & Nutrition Response. In line with the planned activities & budget, implement and monitor effective implementation of project activities and ensure program performance is in line with the international and national standards.

KEY AREAS OF ACCOUNTABILITY:

In line with AAE’s dual mandate, these key areas of accountability apply to AAE’s work in emergencies (acute and chronic) and in development settings.

Program Management

  • Oversees the implementation of integrated health and nutrition project in five woredas and ensuring that the quality standards and state of the art are met.
  • Ensures effective start up, management, implementation, monitoring, reporting and evaluation of integrated health, and nutrition projects in five Woredas.
  • Provide support and guidance to the project team and implementing partners; assess training needs, plan & lead provision of training/guidance for local health staffs in setting up new OTP (Out Patient Therapeutic Center) and SC (Stablization Centers) sites and PHC services and IYCF (Infant and Young Children Feeding) activities.
  • Facilitate trainings for health professionals in Community based Management of Acute Malnutrition, PHC and IYCF.
  • Participating in and/or leading health, nutrition, and/or multi-sectoral assessments as required.
  • Manages all ActionAid Ethiopia resources (equipment, supplies, HR) committed to emergency and other nutrition activities
  • Conducts regular field visits to provide supportive supervision to the projects.
  • Leads the development of work plans, POPs, budgets, and other required program documents for integrated health and nutrition projects in three woredas.
  • Closely work with the finance and program team to ensure that program budgets are realistic, that they are efficiently used complying with donor requirements, and that reports are submitted in a timely manner.
  • Conducts regular field visits and review meetings with government officials to monitor the implementation of integrated health and nutrition programs.
  • In collaboration with relevant teams and local government actors, ensure timely preparation and implementation of phase-out strategy
  • Performs other related tasks as required

Representation and communication

  • Represents ActionAid Ethiopia in Zonal level Health & nutrition coordination and other fora.
  • Document findings and recommendations of field visits for follow-up actions; shares as appropriate.
  • Oversee and lead the development and submission of program reports, ensuring completeness, accuracy and timeliness for five woredas.
  • Document lessons learnt in specific technical areas for the five woreads.

Staff and Budget Management

  • Line manages the project officers in the five woredas of the project area in implementing the CMAM, IYCF, TSFP (Targeted Supplementary Feeding Program) and WASH
  • Conduct regular performance management.  This includes work plans and performance reviews.
  • Engage in recruitment process of staff for the project as necessary.

Physical Demands 

  • While performing the duties of this job, the employee is required to travel with in communities as well as sit to concentrate on work, under stressful situations. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

SHEA &safeguarding·

  • Conduct activities in accordance with the rules of the SHEA & Safeguarding Policy, which includes reporting of actual incidents and suspicions of SHEA
  • Ensure that all activities are seen through SHEA & safeguarding lens;
  • Be vigilant about observing possible SHEA against vulnerable communities
  • Ensure all partners, rights holders, goods and services suppliers and any consultants  of ActionAid Ethiopia are aware of the SHEA & safeguarding policy and promote the same  to women, children and their families, and community members in general,
  • Conduct project risk assessment using given template and mitigation plans are addressed
  • Report performance of SHEA & safeguarding activities per quarter,

Job Requirements

  •  Post-graduate degree in public health/nutrition preferred or bachelor’s in health-related field.
  • Minimum 6 years for BSC (4 years for MA) with field experience in humanitarian work, in gender and protection mainstreaming and significant experience in managing integrated projects.
  • Excellent leadership, coordination and project management experience.
  • Knowledge of latest health related technical guidelines and standards in emergency nutrition and health.
  • Experience in CMAM and PHC
  • Experience in quality assurance in a clinical and public health setting is desirable.
  • Demonstrated ability for leadership and independent decision making
  • Strong interpersonal skills & excellent team player.
  • Willingness and ability to work in hardship environment.

  • Fluency in written and spoken English
