Job Description
Good Neighbors Ethiopia (GNE) is a humanitarian and non-governmental organization which is working on child sponsorship and community development activities for the last 25 years in Ethiopia since 1997. GNE is a Korea based organization re-registered here in Ethiopia as a charity organization with certificate No. of 1135 and governed by the rule and regulation of the Agency for Civil society Organizations
- Position: Project Consultant (Case Based data analyst)
- Reports to: Ethiopian Health Insurance Services /EHIS/cc to Good Neighbors Ethiopia/GNE/
- Term of Employment: 6 months subject to extension based on performance result and fund availability.
- Duty Station(s): Addis Ababa
- Required Number: One (1)

About You
Key Responsibilities:
- Serve us a project lead for hospital Case- Based payment system design project,
- Support to design hospital in patient department case-based provide payment mechanisms and reimbursement rates,
- Facilitate to develop data collection tools and conduct data collection to design hospital Case Based payment system of inpatient departments,
- Facilitate as well as conduct cost assessment on hospital impatient service to determine cost of inpatient services,
- Develop case- based provide payment pilot test implementation plan,
- Facilitate and monitor the implementation status of MoU signed with KOFIH and Good Neighbor Ethiopia ( GNE)
- Produce Case Based payment design status report and present updates to project steering committee and TWG members,
- Facilitate and support to conduct case Based payment TWG regular meetings.
- Support to conduct periodic health facility readiness assessment, analyze and propose policy recommendation to improve quality of care,
- Build the capacity of staff at head office, cluster and branch offices,
- Facilitate provision of capacity building training for health care provides,
- Support to design tools to select health care providers to participate in health insurance system,
- .Design contracts management systems in line with designed cased based payment system,
- Review and revise standardized operating procedures and tools required for effective implementation case- based provide payment system contracts management,
- Produce standardized training materials to enhance implementation capacity of case based payment system,
- Provide technical support for PAQALE officer,
- Provide copy of monthly activity report to GNE Five days earlier of end of the month.
- Performa other duties and responsibilities as requested by the HIS office and GNE.
Qualifications and Experience:
- Post Graduate Degree in health economics, public health, pharmacy, or medicine,
- The applicant should have at least 10 years of professional including clinical or facility-level experience of which at least 5 years of experience in health financing.
- Experienced in costing.
- Experienced in provider payment system design
- Experience designing, managing and implementing health service quality assurance system
- Experience designing, managing and implementing research and projects,
- Storing communication skills, including delivery of compelling presentation and documents,
- Strong interpersonal skills and ability to achieve consensus amongst stakeholders,
- Ability to work independently, set priorities and hand multiple tasks simultaneously,
- Ability to learn on the job quickly and absorb and synthesize a broad range of information,
- Computer skill including Ms-excel, Ms-PPT etc.
